Under the Westminster Parliamentary system, as practiced in Britain, Australia, Canada, NZ, India, Ireland and some other former colonies, the 'Prime Minister' is the leader of the parliamentary party in control, elected by the members of that party...
While not elected by the public during the general election, the public still knows who is likely to be PM at the time of the election -- if the broader public is unhappy with the PM they get, they can vote out the entire party at the next election if he's bad enough..
Fortunately, a Prime Minister doesn't have anywhere near as wide a range of powers as the American prez' does. Also, the PM's "cabinet" comprises the 'front benchers' in the House of Representatives -- it is not a seperate "executive office" like the White House in the USA.

The Prime Minister gets to choose Cabinet Ministers. The Chancellor of the Exchequer, The Home Secretary, The Foreign Secretary etc... are all appointed by the PM, and can be dismissed by the PM. Every major office of state and every minor office is therefore expected to follow the lead of the PM. Their plans and their policies are all going to be those favoured or agreed on by the PM.
They don't have the massive power of a Presidential Veto or Executive Order; but they are at the top of the actual government. They can also enforce a parliamentary whip to ensure all party MPs are forced to vote for a particular government proposal (this is also a power the leader of the opposition has with his/her party - but as a minority of parliament that doesn't make it nearly as powerful as whipping 326+ MPs).

I'm going to be positive about this. Boris says he's going to energise the country. I don't know how he's going to do that, but it certainly needs it. Everyone over the age of 16 seems to be walking around looking exhausted.

Thing is eddie... politicians are elected on the basis of what they promised they were going to do when in power, when they were running for election and according to their election manifestos...
It is only 2 years since the last general election... so although Boris has taken over as new leader of the governing party and become prime minister, the tory party should still be delivering on the manifesto promises that got them elected in 2017...
And need I remind you that something like 86% of mps elected in 2017 were promising to respect the EU referendum result and deliver BREXIT...!?
