WASHINGTON (Reuters) - U.S. senators reached an agreement on Monday on legislation imposing new sanctions on Russia, including a provision that would prevent the White House from easing, suspending or ending sanctions without congressional approval.
The agreement, to be filed as an amendment to an Iran sanctions bill, is intended to punish Russia over issues including its alleged meddling in the 2016 U.S. election, annexation of Ukraine’s Crimea region and support for the government of Syria in that country’s six-year-long civil war.
The Iran bill is due come up for a vote as soon as this week.
Besides the provision setting up a process for Congress to review changes in sanctions, the measure would put into law sanctions previously established via presidential executive order, including some on certain Russian energy projects and debt financing in some industries.
It would impose new sanctions on Russians found to be guilty of human rights abuses, supplying weapons to Syria’s government and conduct cyber attacks on behalf of Russia’s government, among others.
The measure also would allow new sanctions on Russian mining, metals, shipping and railways.
The legislation is backed by both Republicans and Democrats, and is expected to easily pass the Senate.
It was introduced amid an intense focus in the U.S. capital on relations with Russia, and investigations by the Department of Justice and congressional committees of whether Russia sought to influence the 2016 U.S. elections to help elect Republican Fake President Trump, and whether Trump associates colluded with Moscow as it sought to influence the election.
To become law, the legislation would have to pass the House of Representatives and be signed into law by Trump. If Trump objected, some of its backers said they expected enough congressional support to override a veto.
“These additional sanctions will ... send a powerful and bipartisan statement to Russia and any other country who might try to interfere in our elections that they will be punished,” Senate Democratic Leader Chuck Schumer said in a statement.
Russia has denied attempting to interfere in the U.S election, and Trump has dismissed any talk of collusion.
The measure also authorizes “robust assistance” to strengthen democratic institutions and counter disinformation in European countries that might be targeted by what the legislation’s sponsors described as Russian aggression.
In December, the final full month of President Barack Obama’s administration, Washington sanctioned Russian businessmen and companies for Moscow’s role in Ukraine via executive order.
So there is something that Dems can work with Repubs on. Sanctions on Russia. This could the the pending big blow-up for the Republican Party. A proviso in the bill says, if no sanctions for Russia, there can be no sanctions for Iran. This is a chess move that is worthy of Master Barack Obama.
Trump is a Russian agent, and will surely want to veto this legislation. His superiors in Moscow will insist on it. But the bill has passed by a vote of 98 - 2, and if these sanctions fail, there can be no sanctions on Iran. WTF? That's a big dissuasion to Trump, making him wish to decline it. The vice closes.
When Trump tries, or declines, to veto the bill, the shit will hit the fan...and Moscow may sabotage his presidency by revealing all. After all, what good has he been for them?

I've always maintained that the Russian interest in the 2016 presidential election went back to the financial dealings Trump had with Russia after his bankruptcy...and no American banks would lend him money.
Rezneft Oil, the Russian state owned oil company, had just made a huge strike in the Arctic Ocean--maybe bigger than Saudi Arabia. Just then, sanctions came down as a result of Russia invading Ukraine. Putin fooked up and consequently Russia couldn't get it's oil to market.
Here the plot thickens. Putin proposes to Trump that he give him (Trump) 19.5% of Rosneft Oil, if he runs for president and includes a platform item of lifting Russian sanctions. No one expected Trump to win, but he did and the first thing Trump did was rush to find out if he could lift sanctions on Russian oil. But alas, by this time America had the scent of the trail.
All the subsequent events you know. Trump has refused to reveal his tax returns, because they would have to show the ownership of the Russian oil. His deal-makers, Flynn and Jared, he has tried to shield. He fires the FBI Director to make the investigation go away. And the cover-up just gets bigger and bigger.
Trump's big problem is that, like all conservatives, he thinks that John Q. Public is too dumb to realize what he is up to. Imagine, trying to lift sanctions on Russian immediately on taking office--and America has just seen the Russians meddling in the election. Did he think the Americans would be downright affectionate toward the Russians? Did he think the public would forget? Or, that they just weren't paying attention? How dumb can you be, Donald?
Now they're coming to get ya. Jail-time, my friend.

I think it goes back to the same reason that he loves his rallies so much. People like him think that those around them are representative of the public at large. He thought he could dupe Americans because he assumed we're all as dumb as his supporters.

Good point. His horizons weren't high enough. But there was a circular variation in there somewhere. He didn't lift his eyes, because he didn't want to see what was out there beyond his admirers. His narcissism pulls him back, and his cowardice makes him not want to look up.
