Is the school right or wrong to place a child alone in a room like this?

http://www.mirror.co.uk/news/uk-news/mums-fury-after-school-puts-9621989

"A mother was left furious after her seven-year-old son was held in a padded room for being naughty at school .
Lewis Jones’ family claim he was taken into the windowless room after he climbed on a table.
Once inside a teacher is alleged to have jammed a foot against the door to prevent the schoolboy - who suffers from a heart condition - getting out.
Lewis’ mother, Charlene, lodged an official complaint over the “cell-like” room where she claims her son was held for 10 minutes.
Before the incident on December 14 she says she was unaware of the seclusion room.
Charlene has now met with school chiefs who have agreed they won’t use the room again if he misbehaves."

Eddie... a 7 year old child is below the age of criminal responsibility... so could do anything and get away with it...

While teachers/staff are bound by so many rules and regulations these days about physical contact on a child, that they are in an impossible position in dealing with a child kicking off in an extreme and dangerous violent way...

They have a duty of care to all the other kids... as well as themselves being subservient to health and safety rules to ensure their own safety in the workplace etc... one of which will probably entail keeping distance from a violent brat kicking off in case of sustaining injury etc... then there's the potential compo claims and lengthy sick periods for injury or stress etc...

Teachers hands are tied... what are they supposed to do...?

Just sit there with their hands behind their backs, smiling and nicely saying to little Johny to 'be a good boy and behave' while he is busy gouging out their eye balls, strangling the class hamster and wiping his shit all over the windows...!?

Tommy I worked for years in schools and playcentres, I've seen many examples of this story and I am telling you it isn't good practice to lock a child in a room - no matter how safe they (hopefully) are. There are far better ways of dealing with an errant child.
This may sound like a stupid question but do you know how young a seven year old is?
