EU referendum: David Cameron boosted by support from European politicians for a 'two-speed Europe'
Two senior European politicians have sketched the outline of a possible pre-referendum deal with David Cameron that would allow Britain to become a kind of “low-definition” member of the European Union.
Emmanuel Macron, the French Economy Minister, said that it was time to “accept the idea of a two-speed” Europe in which some countries would stand aside from progress towards greater unity and integration.
Meanwhile, the President of the European Parliament, Martin Schulz, a German Social Democrat, urged other members to accept Mr Cameron’s demand for Britain to be exempted from the EU objective of an “ever-closer union”.

While members of the EU we are still controlled by EU, have no control over our borders as we still have to accept free movement.
Existing controls over our country will remain and are already too much.
They will not let us have any power back and will constantly be peeking to take more.
The only way is out of EU.
This "two speed" waffle just means all countries getting to the same place eventually but some quicker than others.

I believe Cameron is playing a very crafty game. By getting concessions from the EU he'll be able to say 'we don't need a referendum now, I've got you this and that.' For some reason he doesn't want us to leave the EU.

What concessions?
Nothing of any significance is up for renegotiation.
The EU started off as a simple trade arrangement and has since developed into a complete federal political dictatorial system of control over our whole country, laws, rules, regulations and borders.
We must leave this political construct to restore our democracy.
