It's not really Arizona per se. Arizona is one of the nine states and two territories situated in the Ninth Circuit (Federal) Court of Appeals, sitting in San Francisco. Unfortunately for conservatives, it is very liberal. The Ninth Circuit was one of the federal courts that had previously held that it was illegal to prevent or prohibit gay marriage. When the US Supreme Court refused all appeals from the appellate courts, it simply left standing existing decrees. The Ninth Circuit decree is thus silently affirmed.
The Ninth Circuit is the largest and most liberal of the 13 federal courts of appeals. It is often called the second Supreme Court because it does so much business that the nine justices of the US Supreme Court could not possibly handle the load. So, Ninth Circuit decrees mostly go unchallenged and unreversed by shear volume of business.
But in this case, I think the Supreme Court knew what it was letting happen.

I know but to see Tom Horne on Tv announce he wouldn't be appealing was fantastic for this state - he knew time had come. after all he has messed up it was great to see him come to the realisation that he couldn't stop the winds of change. and as Les said even sweeter after what they tried to pull last year.

Yes, but Horne had no choice. He had already previously been ruled against. But I"m with you...it's fun to see the Mormons rub their bigoted noses in it...
