Five people have been shot and killed by a gunman who opened fire in a series of shootings near Odessa in western Texas, according to authorities.
The suspect has been shot and killed, the Midland Police Department said.
Police said there were 21 shooting victims.
The shooting began with a traffic stop by a Texas Department of Public Safety officer, authorities said. It was not clear what led to the traffic stop.
The suspect fired at the officer and fled, and then started to shoot at people in multiple locations, police said.
The alleged gunman at one point ditched his car and stole a mail truck, authorities said.
The Department of Public Safety officer's injuries were non-life-threatening, Midland Mayor Jerry Morales told CNN.
A Midland police officer was also shot and underwent surgery, Morales said.
Midland Memorial Hospital has received six patients, three of whom are in critical condition, hospital officials said. The other three patients are in stable condition.
Midland and Odessa are in western Texas, about 20 miles apart.
"The state of Texas and the Department of Public Safety are working closely with local law enforcement to provide resources as needed and deliver justice for this heinous attack," Texas Gov. Greg Abbott said in a statement.
Abbott said, "We will not allow the Lone Star State to be overrun by hatred and violence. We will unite, as Texans always do, to respond to this tragedy.”
He added, "We offer our unwavering support to the victims, their families, and all the people of Midland and Odessa."
Abbott said he'll go to Odessa on Sunday.
President Donald Trump tweeted that he's been briefed by the attorney general.
"FBI and Law Enforcement is fully engaged," he tweeted. "More to follow."

How do you know he had a right to carry that gun?

You can't open carry a handgun without a permit in Texas (and the NRA isn't really very pro open carry anyway).
Of course, he was in his car so he wasn't open carrying anyway.
But none of that matters if he wasn't legally allowed to own or possess a handgun.

I thot Texas was open carry. I seem to remember an incident when law enforcement confronted a motorcycle gang, members of which were legally open-carrying. I remember because there was a discussion of how Texas might/should change that law. I know Arizona is open carry.
As for vehicles, generally a firearm isn’t open carry if it is boxed, racked, and/or inaccessible. If it is on the seat next to you or in your belt, it’s open carry.
Anyway, I don't know that much about Texas gun law, but your ideas about the NRA being perfect little angels is waaayy misplaced. They will oppose anything that limits firearms, or attachments, on the grounds of the 'slippery slope' argument.

They were likely legally concealed carrying, because that shooting was before anyone could legally open carry handguns (rifles have always been legal).
No permit is needed to carry in a vehicle. It just can't be in plain view (unless it's a rifle or shotgun).
The NRA isn't angels. They are more aligned with gun makers and fairly weak on second amendment rights. That's why I'm more of Gun Owners of America guy.

On the news this morning in the wake of the Odessa shooting, Texas looser gun laws take effect:
It's going the wrong way in Republican country, even as they slaughter their own people.
If I understand gun rights advocates rightly, the more guns the better. So, for example, I've never understood limiting guns to school marshals in schools, and perhaps teachers. The students are the ones at risk.
A great portion of those students will soon graduate and enter the military, and within weeks be handling and shootings military-style weapons, unrestrained. So, obviously, age is not a problem.
Why not arm the most vulnerable population of all...arm the students, and tell them to protect the teachers and marshals.

POSTED 7:43 AM, SEPTEMBER 1, 2019,
BY CNN WIRE
A series of new firearm laws go into effect in Texas on Sunday, just hours after a shooting left seven people dead in the western part of the state.
The laws will further loosen gun restrictions in a state that’s had four of the 10 deadliest mass shootings in modern US history, including the El Paso shooting last month, when a gunman stormed a Walmart and killed 22 people.
The new measures were all passed during the 2019 legislative session, which ended in June.
Here are the sweeping firearm laws going into effect:
Weapons on school grounds
House Bill 1143 says a school district cannot prohibit licensed gun owners, including school employees, from storing a firearm or ammunition in a locked vehicle on a school parking lot — provided they are not in plain view.
Kris Brown, president of gun violence prevention advocacy group Brady, criticized the bill going into effect September 1.
“Many states took the opportunity in the last two years to learn lessons from the tragedies in Las Vegas, Sutherland Springs, Parkland, and the every day gun violence that plagues our citizens, and enacted new laws to protect public safety through expanded background checks and extreme risk laws,” Brown said.
“Texas lawmakers, instead … doubled down on an NRA led agenda to encourage guns everywhere, no matter the risks and costs to safety.”
Marshals at schools
House Bill 1387 loosens restrictions on how many armed school marshals a school district can appoint.
Guns in foster homes
House Bill 2363 allows some foster homes to store firearms and ammunition in a safe and secure place for personal protection. Proper storage must be followed, the bill says, including putting firearms and ammunition together in the same locked locations.
Weapons in apartments
House Bill 302 bans homeowners or landlords of rental property from prohibiting residents from lawfully possessing, carrying, transporting or storing a firearm or ammunition in the property.
Handguns during a disaster
House Bill 1177 prohibits residents from being charged with a crime for carrying a handgun while evacuating from a state or local disaster area.
Firearms in places of worship
Senate Bill 535 clarifies the possession of firearms at churches, synagogues or other places of worship. It allows licensed handgun owners to legally carry their weapons in places of worship — and comes nearly two years after a gunman killed 26 people at Sutherland Springs church.
“We have learned many times over that there is no such thing as a gun free zone. Those with evil intentions will violate the law and carry out their heinous acts no matter what,” state Sen. Donna Campbell, co-sponsor of the bill, said in a statement. “It makes no sense to disarm the good guys and leave law-abiding citizens defenseless where violent offenders break the law to do great harm.”
The bill will make things clearer, she said.
“The existing statute is confusing and clunky when it comes to clearly stating the rights of licensed Texans to carry on the premises of a church. This bill provides clarity of the Legislature’s intent to treat churches in the same manner as other privately owned establishments in Texas.”

I think it's high time we ban mass shootings.

The only people I know capable of mass shootings are people with guns. Putting all people capable of mass shootings would violate people's freedoms.
I thought you were for increasing freedoms. Locking up all people with guns would seem rather extreme. A simpler solution would be to take the guns.

Another two people died over night. That brings the total dead to 7-people.
The Odessa police chief just offered his 'thoughts and prayers' to the victims.
The Bank of America refused to take either thoughts or prayers as deposits into bank accounts.
People told by FEMA officials to place the thoughts and prayers they have received in the refrigerator...they spoil quickly.

The term "Thoughts And Prayers" is a joke and is meaningless. It has become the most over-used phrase in the English language since Trump became president.

Another successful outcome for DeputyDopeyDawg's beloved "concealed carry/open carry/defending life and property"" NRA-sponsored redneck heroes...
Just where were those heroic Texan redneck "public defender" vigilantes, when they were needed..
Most likely those fat and spineless boozed-up and stupid big-mouthed cowards turned tail and ran the opposite way, probably into the closest bar, when they learned there was a genuine real life "active shooter" on the loose ?

Less than 4% have carry licenses. Some of those carry part time because of gun free zones (like where the shooter was killed). Of course we can carry in our vehicles without a permit, but even then, being able to return fire to a car driving at a high rate of speed, when you don't know he's about shoot is pretty much impossible.

You offer a very good reason for going after the guns, rather than licenses, backgrounds, and mental records.
Guns don't kill people; people do. But people don't have triggers; guns do.

The female homeowner told investigators she was doing some housework when she heard something break. She retrieved a pistol and hid in a closet. When the armed intruder opened the door, Gonzalez said the woman fired one shot, and it was fatal.
According to Sheriff Gonzalez, the intruder was armed with a gun.
"I commended her," said Gonzalez. "She was shaken up, but kudos to her. She could have been a victim. There's no way to know what could have happened. We're glad that she is alive."

One story that turns out well, does not make up for the thousands that turn up in tragedies. You can't generalize from specifics.
And I wouldn't trust a Harris County official on anything. Aren't they the ones who murdered Sandra Bland, or was that Waller County? Anyway, it was Houston.

I don't think so...if so, we would hear about them. The press loves a 'good-guy-saves-the-day' story even more than these 'bad-guy-kills-7-people' stories we are hearing about every day (57 killed in August).
We don't hear of them in numbers, because they don't happen in numbers.

You really are one cowardly fat-headed little turd -- continually defending serial killers and excusing the NRA lies, occasionally dragging out those rare examples of,the 2% success rate in people defending themselves.
You're undoubtedly one of those bigmouthed cowards running the other way, hiding in the closest bar..
You don't seem to like the idea of people being able to defend themselves.
Gets you all worked up.

I don't think so. You are the living problem here, Red.
See, there are two lenses through which we can view this issue: People being indiscriminately killed because selfish people like you want your toys out in public like a poison gas; or, people who feel threatened and need to "defend themselves" because the world is a frightening place. You fancy yourself of the latter sort.
See, I don't buy your perception. I know a life-long abused dog might see the world as a frightful place, needing killing machines or you die. But, you are a reasoning human, and by now all the evidence is to the contrary. You don't need, have never needed, nor will you ever use a gun. The script that you play in your mind never happens and never will. You are simply permitting the poison gas to escape and kill others. You fuel yourself with scripts of confrontation because, damn it, you just want your fookin' toy.
That's why I believe you are selfish. You would allow the whole of humanity to die, so that you could have your toy. The view that the world is a dangerous place, and you need to defend yourself, is a chimera. You use it to pull the wool over your eyes, and pretend to believe you need your toy.

No we don't. You are fantasizing. It's a script you need to play in your own mind in order to justify having your toy.
More people are killed by simple gun accidents than by a poor waif defending herself from a big, bad intruder. But forget accidents, let's talk about El Paso. While you are defending 'yourself and your property', you have permitted 57 people in August alone to be murdered.

HOUSTON, Texas -- A woman shot and injured a man who reached for her purse, police say.
It happened around 2:30 a.m. Tuesday in Houston, Texas.
Police say Lachelle Hudgins had just parked her vehicle outside her home when two men reached through her driver's side window and grabbed her purse. Before they could take it, Hudgins frantically reached into her bag and grabbed her gun.

Good for her. Bad for some men.

A mother in Texas shot a carjacker who was stealing her vehicle while her two young children were inside, police say.
The woman jumped back into her SUV after the suspect got into the driver's seat at a Dallas petrol station on Wednesday night, according to police.
Police say she grabbed her gun and shot the carjacker in the face when he refused to stop, causing him to crash.
The woman's sons - aged two and four - were not hurt in the incident.
The alleged thief's condition is unknown, but the woman said she has a message for him.

Re: 'Nother shooting in Texas
An Austin man takes his weekly trail run armed with a flashlight, cell phone -- and a handgun tucked in a Velcro belt. Last month he pulled out the weapon to help rescue a woman who was being sexually assaulted.
Josh Williams, 39, was running about 5:30 a.m. on the north side of Austin's Hike-and-Bike Trail when he heard a woman screaming and pointed his flashlight in her direction, KVUE-TV reported. He saw a man on top of her and realized she was being sexually assaulted.

The homeowner says that she grabbed her phone and a gun. Moments later, her back door was kicked in.
From the top of her staircase, the homeowner told us that she started firing shots. The gunmen fired back then took off, but not before shooting the front of the house too.
The homeowner is still pulling bullets out of the walls.

Re: 'Nother shooting in Texas
Keep going. In August 2019 alone, we have the following deaths/injuries by 4 mass shootings to be matched:
Aug. 3rd..............El Paso 22/24
Aug. 3th..............Dayton 10/17
Aug 7th...............St. Louis 2/2
Aug. 23rd............Houston 3/2
Aug. 31st............Odessa 8/3
There were several little ones, too, that I have not included. But already we have 50 deaths/48 injuries...only in August. If that is the measure of value for guns, it looks like the bad guys are winning.

There are far more deaths than 50. And for more defensive uses of guns too.

I've already said that. What I'm doing is giving you a standard to match, so we'll see how moral firearms are.

I don't think it's an especially grave concern, as long as people are aware of their surroundings and take necessary precautions.
They could more easily shoot themselves in the foot than shoot a bad guy, so sell the gun at a police buy-back, and buy a cricket bat.

Are you speaking for women now?
Using your white, male privilege to tell them what they need?

Only in the likes of Texas would we see a desperate gun nutter like DeputyDopeyDawg arguing so fervently that all women should be armed to protect themselves...
After all, Dopey' probably knows better than anyone else how his depraved and perverted redneck brothers, cousins and nephews are likely to behave towards and around women..
If I lived in the 'Dawg's neighbourhood, I might well be advising them there good wimmin folks to arm themselves against him and his kind, as well !

I just think they should have the ability. Unlike you, I don't feel the need to tell them what they should do.

I'm actually all in favor of arming American women as well, since none of them have shot up a school, a mall, etc.
That's all been done by white men, every single time in recent U.S. history.

It would definitely keep the men in line better.
But there was a shooting at a football game in Alabama last week that didn't fit the narriative, so you may not heard of it.
