Spikes proved effective against unwanted pigeons.
So those who look down on the homeless ( rich Tories) thought it was a good idea for eradicating rough sleepers.

The Oz gov't likes to pretend that homelessness isn't a big problem -- shuffle the problem across to the State governments to worry about, and simply turn a blind eye...
Meanwhile, over in New York City, their solution a couple of decades ago was to transport the homeless across into neighbouring council areas -- and then make homelessness, vagrancy and 'sleeping rough' a crime in NYC -- thereby handing the problem off to neighbouring councils..

Our local Tory council installed them all around the local shopping centre and car park.

It's not always councils which install them though.
These look like the kind you can just buy - people can put them on fences to deter cats.

The council did not approve of them.
Spikes are also sometimes put on windowsills - presumably to deter people from sitting on them.
I think they could be dangerous. If someone fell on them they could injure themselves.

Society (or the ones who make the decisions) dont want homeless people dossing down in the streets.
Some try to solve the problem by laying the spikes in doorways etc, some wake them up and move them on, some, like Andy Burnham the Mayor of Greater Manchester aims to provide a bed for every homeless sleeper in Manchetster for every night they need one.
Rates have gone up, he donates part of his wage to the cause, and he has campaigned tirelessly to make this a reality.....I know which solution I would prefer.

They are not spikes, don't try to make it horrific, they have rounded tops . it's to make it uncomfortable to lie on !
