Did Russia call for US Govt. shutdown?
It's curious. We seem to be looking at the trees in greater detail than the forests. There have been some strange and unorthodox things going on, all attributable to the White House. But we are paying particularly attention to the singular event, what ever it is, and not the general pattern. Yet lurking in the background is the White House's association with the Kremlin.
Viewed with a sense of jaundice, anything the White House does is suspect because of Trump’s love of Putin. Let’s take stock. The White House is trying to pull out of NATO; obviously something tha would benefit the Kremlin. The White House is trying to alienate our closest allies; obviously something that would benefit the Kremlin. The White House is trying to break up our trade alliances; obviously something that would benefit the Kremlin. The White House is trying to pull out of Syria; obviously something that would benefit the Kremlin. The White House is trying to pull out of Afghanistan; obviously something that would benefit the Kremlin. The White House is trying to withdraw sanctions of Russia; obviously something that would benefit the Kremlin
There is a pattern here. The Kremlin is copasetic with the doings of the White House, if not quite possibly calling the shots for the White House.
Now, the White House is engaged in shutting down the entire government of the United States. Does anyone see the same pattern here?

The Russians rarely do anything original. They are not original thinkers. But they are excellent deep analyzers, hence good at chess.
Nothing you see about the Russians is original. Everything is used, but oh-so-well-thought-out. Snowden probably gave them the idea of Internet larceny. Facebook, the depth and breath of the battlefield.
Always looking for political hegemony, Trump probably gave them the opportunity of a useful idiot. The rest were simply old KGB tactics: kompromat, disinformazi, apparatchik; cultivate; Krysha (Крыша). No one was more surprised than the Russians when it all worked.…or, than Trump when he won.

They were putting Russian friends into every slot in the American government: Manafort, Tillerson, Flynn, Putin was going crazy whispering in Trump's ear...all friends of Russia. Trump didn't give a crap...he wanted the money coming out of the Moscow branch of Deutche Bank.
Lifting sanctions? Christ, they said, we could knock out NATO...disrupt their economy, own their electrical grids, air traffic, dams...even the locks of the Panama Canal. The sky is the limit.
Betcha that southern border wall is another Russian idea. We just haven't figured it out yet.

I have an excellent idea. Have Pelosi and Trump call a meeting and then send Nathan Phillips in with his drum. He can beat it in their faces to diffuse the situation.

Basically, it augers for a no. It would appear that they did not invent the maneuver, but they saw its utility and immediately picked it up as a useful tactic. The pattern says that the Russians more-or-less stumbled on this plot.
It's a bit more complex than a 3-word-slogan, perhaps you need to go over it several times.

Donno if it's any government as much as it's the culture behind the government. Anyone who has ever read Dostoevsky or Tolstoy knows that the Russians, as a people like complex plots. Usually they are drunk on vodka before they can pull them off, so it goes unnoticed. But that doesn't stop them from conceiving them.
Maybe, this time, they got lucky. Don't think too simplistically...the Russians probably saw the shutdown as a piece of a pattern, and used it to fit into the puzzle. So it's not so much the maneuver as a puzzle piece, as it is the fact of the whole puzzle.
