I think you're wrong. I think the creator chose the photograph precisely because the justaposition of wrongs created precisely the message s/he sought. There are very few accidents in the creative world.
Obviously, you're not familiar with creativity.

Haha...you are the paragon of inside-the-box thinking, so to use yourself as a model of originality is to choose a bad example. I'm afraid it takes more than that. But you’re on the right track.
Creativity takes the intentional agency of the person doing the creation. S/he selects items/concepts from the world and creates something that connects with the rest of the world.
You say: “I'm still betting the creator of the meme didn't [know the children in the photo] either”. If it isn’t meaningful to her/him, why select it? It’s much more difficult for a creator to have accidents in intentional selections of a creation…in this case, a meme. Is there even such a thing as negligent/intentional selection?
