This man has never been to California.  I believe he 'weaponized' his illness--ie, he used it with malicious intent--which would make him, in California, liable for some degree of assault, and possible homicide.

Starting January 1, it will no longer be a felony in California to knowingly expose a sexual partner to HIV with the intent of transmitting the virus. Gov. Jerry Brown signed legislation Friday that lowers the offense to a misdemeanor.

That was the point that I was contesting.  There is a difference between "knowingly" and "intentionally", and that difference is the malice associated with the act.

The law was relaxed with a mind toward making less burdensome for married couples to conjugate.  In the case of your Edinburgh fellow, he was going about using his virus as a weapon...an additional degree of malice, which, when it enters into the picture, more-or-less reinstates the mens res of assault or homicide.
