[*]David Cleghorn left his car parked on a shattered yellow line in Tower Hamlets
[*]He was told by three traffic wardens restrictions could not be enforced there
[*]But he was given one, and then caught council worker fixing the line a month on
[*]Tower Hamlets withdrew the fine but insisted it had been correctly issue
