You would still have some of those relatively "junior" ministeries, as well --  things like Agriculture, Communications, the Environment,  Resources, Transport...

And if you really wanted to throw a spanner into the works,  you could make Tommy Monk a special under-secretary for Climate Change and Multicultural Affairs !!
