Actually, most countries invoke universal jurisdiction in their Internet laws. See, Computer Fraud and Abuse Act (CFAA) (US); Computer Misuse Act of 1990 (UK); Cybercrime Bill 2001 (Aus). The real difficulty is the cost and feasibility of in bringing the culprits into the jurisdiction.
