interesting. personally I think the speaker has been highly discourteous and overstepped the line. he is doing this for purely political points as he is worried about re-election for himself and the presidential 2016 race cause he knows the Republicans can do diddly squat in both houses this legislative session.

Yes, well you don't have a presiding officer separate from the legislature.  The House of Commons is a hierarchical, monolithic institution of government, and your PM is simply the presiding officer of your legislature. Putting aside our judiciary, we have two competing governing branches: the presidency and congress.

In short, you can't have split decisions like we can. The ascendency of the Presidency and Congress has gone back and forth several times in the past 240 years. This particular showdown comes about because Republicans are racists and don't like the fact that our current president is Black.
