Chinese authorities in the troubled northwestern region of Xinjiang have ordered mosques frequented by mostly Muslim ethnic minority Uyghurs to use the holy month of Ramadan to publicize Beijing's anti-terrorism campaign, according to an exile Uyghur group.
The municipal government in the regional capital Urumqi has ordered mosques to "propagandize" China's anti-terrorism policies on the eve of the beginning of Ramadan on Saturday, and just ahead of the fifth anniversary of deadly ethnic riots that left nearly 200 people dead in 2009, the World Uyghur Congress (WUC) told RFA.
Muslim Uyghurs will begin a month of dawn-to-dusk fasting and prayers on Saturday amid increased surveillance from neighborhood committee and security officials, as well as newly installed cameras, WUC spokesman Dilxat Raxit said.
"Between 10 and 18 security personnel have been stationed inside every mosque in the city for surveillance," Raxit said. "Also, all mosques are being required to ensure that the surveillance cameras installed there are in normal working order."
He said restrictions would be extended to Uyghurs at schools and colleges across the city.
"Students will have to attend 'patriotic study' classes, while schools are required to organize meals for students to ensure they don't fast or attend any illegal religious activities," Raxit said.
Searches, surveillance
He said neighborhood-level officials have had all vacation canceled.
"[These] officials won't be allowed to take leave during Ramadan, and they will have to work a seven-day week," Raxit said in an interview. "They will have to keep watch to see whether Uyghurs take part in religious activities during Ramadan."
"There was also a directive issued that calls for them ... to enter and search people's homes during the Ramadan period," Raxit said.
"Surveillance teams are being set up in every town and village to carry out sudden-strike searches of Uyghur households, to see if they are holding any unauthorized gatherings," he said.
An official who answered the phone at the Xinjiang regional religious affairs bureau declined to comment.
"The official in charge of speaking to foreigners isn't here," the official said. "I don't know about this."
Restaurants stay open
A Xinjiang resident who asked to remain anonymous said that all Muslims, whether Uyghur or ethnic Chinese Hui, are required to keep their restaurants open throughout Ramadan, in spite of the fast.
"Their restaurants will stay open, though some observe Ramadan," the resident said. "It's not just the Uyghurs; the Hui also observe Ramadan, and maybe everyone has more religious feeling right now under this oppression, and maybe they are getting more serious about their religion."
Employees who answered the phone at a number of mosques in Urumqi's Tianshan and Shayibake districts declined to answer questions about the security measures, while some numbers rang unanswered during office hours on Thursday.
An Urumqi resident surnamed Zhang said notices had been posted at street level in his district of the city offering rewards of tens of thousands of yuan for information "of any kind" on terrorists or their activities.
"Here, it's just one sensitive day after another," Zhang said. "There's no let-up."
"The authorities are determined to crack down on terrorism, and they have stuck up this notice at the entrances of all the alleyways," he said.
'Stability maintenance'
Ethnic and religious affairs officials in Urumqi's Tashan district said they have already hired a large number of temporary security personnel for "stability maintenance" work in religious affairs, local media reported.
"Stability maintenance work will involve deep penetration into ... places of religious activity, tightening management of places of worship and their staff, and preventing any members of the [ruling Chinese Communist] Party, civil servants, students, or minors from taking part in religious activities," the officials said in a statement on Tuesday.
"We will continue to step up our monitoring of ethnic minority women entering places of worship," reports quoted the officials as saying.
Uyghur civil servants and party members have long been banned from fasting during Ramadan, which is due to end in the three-day feast of Eid al-Fitr around July 28 this year.
High-profile attacks
China is reeling following a string of high-profile attacks blamed on militants in Xinjiang, the traditional home of the Uyghurs, who complain they have long suffered ethnic discrimination, oppressive religious controls, and continued poverty and joblessness.
Last Friday, an ethnic minority Uyghur suspect stabbed a police officer to death and seriously wounded another at Ishkul township police station in Yarkand (in Chinese, Shache) county in Xinjiang's Kashgar prefecture.
And in a separate attack, five police officers were killed in a predawn stabbing and arson attack at a Qaraqash security checkpoint in southwestern Hotan prefecture.
On May 22, unidentified attackers plowed two motor vehicles into an open market in Urumqi and set off explosives, lefaving 31 people dead and more than 90 injured and prompting authorities to launch a one-year anti-terrorism campaign in the region.
The death toll is believed to be the highest in Xinjiang violence since bloody riots in Urumqi in 2009 between Uyghurs and majority Han Chinese left almost 200 people dead.
The Qaraqash attack stemmed from government harassment of Uyghur women wearing headscarves and men with beards, according to residents.

Mogadishu - Al-Qaeda-linked Shabaab militants have warned they will step up attacks in the Somali capital Mogadishu during the holy month of Ramadan, which started on Sunday.
In an audio message released on the Shabaab-controlled station Radio Andalus and also on an Islamist website, the group's commander in charge of Mogadishu operations, Sheik Ali Mohamed Hussein, said the time had come when violence will be at a peak.
His statement came just a few hours after the Somalia government deployed dozens of heavily armed police on key streets and roads in Mogadishu to counter attacks.
"The attacks will increase and explosions will continue, Mogadishu will remain a frontline and even worse than ever," said Sheik Ali Mohamed Hussein.
"Everything that is related to devotion to Allah including Jihad must be intensified during the holy month of Ramadan and to ensure this objective, the Mujahedeen fighters will scale up strikes on the enemy," he added.
'Break your fast in peace'
Somalia president Hassan Sheik Mohamud, who appeared on national television to mark the beginning of Ramadan, said his government will do whatever it takes to stop the threats posed by the group during the holy month.
"I want to tell you that we have outlined a plan called 'break your fast in peace' to deter violence. We know the violent elements are planning to obstruct people from peacefully practising their worship but we will counter them with force so that people will fulfil their religious obligations in peace," the president said.
Dozens of policemen armed with machine guns were seen manoeuvring in the main streets of Mogadishu searching civilian transport.
Somalia police spokesman Kasim Ahmed Roble said the Lido beach, a public space where Mogadishu residents gather, will be closed during Ramadan.
"We are putting a lot of effort into ensuring security during Ramadan. The reaction unit was created under the government Ramadan security plan and we will continue pursuing the violent elements to stop them from going ahead with their violence as planned," he said.
Key targets
"There is no need for gatherings at the Lido ... the beach will be closed down for entertainment during Ramadan so that people will not need to come," he added.
Despite the government's assurances, many residents still remain fearful.
"The idea of deploying police to conduct search operations is good and helps reduce attacks but I believe that al-Shabaab will still manage to hit key targets during Ramadan. They have vowed and these guys are good at keeping their word," said one resident from Mogadishu's Waberi district, Hassan Osman.
Another, Ahmed Yusuf, said: "We are really worried. You cannot be relaxed simply because there is police out there when you know the threat is more sophisticated and real.
"Al-Shabaab wants to scale up violence during Ramadan and that is what they do every year. You never know when they will strike and you can be among the casualties."

As the Muslim holy month of Ramadan begins, further restrictions have been imposed on Jews wishing to ascend the Temple Mount, Judaism's holiest site.
On Sunday morning, police announced that the Mount would only be open for a few hours in the morning for Jews and tourists to visit, with the rest of the day exclusively for Muslim worshippers.
"That would be a step up," said Temple Institute International Director Rabbi Chaim Richman dryly, noting that last year the Mount was closed completely to Jews during Ramadan for all but a few hours the entire month.
'Impossible to describe'
Despite being the holiest site in Judaism, Jews who wish to visit the Temple Mount even on regular days may only do so during certain hours, and the size of Jewish groups are restricted in number. Jews, along with other non-Muslims, are also forbidden to pray or carry our any forms of religious worship on the Temple Mount - despite numerous court orders ruling that they should be permitted to do so.
Groups of visibly-Jewish visitors are regularly subjected to harassment and even physical attacks by Muslim extremists, and Rabbi Richman described how even during the heavily-policed visits during Ramadan, the violence is continuing unabated.
The rabbi himself led a group of ten Jewish visitors to the site Monday morning, and described how a peaceful visit soon degenerated into "basically a lynch", after a group of Muslim women started to heckle the group. They were soon joined by others, and the crowd swelled to "hundreds".
"It's something which is impossible to describe," related Rabbi Richman. "You have these women dressed in black who come into your face and they hold up three fingers and gloat - like 'we have your children' - it's just the most unbelievable thing."
The three fingered gesture has been adopted by Islamists and other anti-Israel extremists as a celebratory symbol for the kidnapping of three Israeli teenagers more than two weeks ago.
New rule: no drinking on Ramadan
Instead of breaking up the Islamist mob the police "just stood there and filmed the whole thing," he claimed. What's more, in the midst of the violence, they warned the Jewish visitors "to be sensitive" to Muslim worshippers and avoid drinking water, despite the sweltering heat, out of respect for Ramadan.
"I saw reports in the Arab press stating that the violence was because a Jew was drinking on the Temple Mount during Ramadan," said Rabbi Richman.
"I didn't see anyone drinking, but the police warned us and said 'please be sensitive because it's Ramadan, and don't drink.'
"These women are standing around us in their hundreds holding up these three fingers and they're laughing at us, and a policeman comes over to me and says 'please don't have a drink'," he continued. "It's ludicrous."
When the mob threatened to get out of hand, police ushered the Jews off the Temple Mount and closed it for the rest of the morning - despite other groups having waited for hours in the heat. They included 90-year-old Rabbi Moshe Tendler, a respected rabbinical scholar and son-in-law of the famed Rabbi Moshe Feinstein.
Rabbi Richman called on the government to "impose Jewish sovereignty on the Temple Mount and empower the police" to do their job. "They never apprehend any of the (Muslim) instigators, despite court rulings that Jews should be allowed to worship freely."
But he said in the absence of political will it was up to the Jewish people to push for change.
In the past few years the harassment and violence has got a lot worse; but that, he said, is a sign that things were already changing, and that the monopoly on the holy site held by the Islamic Waqf trust is in its "death throws".
"You didn't have this phenomenon years ago... the reason they're doing this is that they sense we are awakening and coming back and reconnecting to the Temple Mount, and that's what's driving them into a panic.
"You have a handful of Jews surrounded by hundreds of screaming, savage extremists. But the Jews are holding their heads high, the Jews are not afraid - only the police are in a panic."
He noted that despite the harassment not only has the numbers of Jewish pilgrims increased but also "the diversity"; religious-Zionist, hareidi and secular groups can now be seen regularly ascending the site "to reconnect with their heritage" together.
"It's so beautiful because that's (Jewish unity) the function of the Holy Temple," he said.
"The more Jews that come and see and feel this and bring other Jews and stand up - that's how we are changing facts on the ground."

A café open for customers during the day of the fasting month of Ramadan in the Lebanese city of Tripoli was attacked by unknown gunmen with a grenade, wounding four people and causing material damages to the café.
Two unidentified men on a motorcycle threw the bomb at Makiya café whose owner insists on opening his shop for customers who do not observe Ramadan fasting.
Observant Muslims fast from dawn to dusk during Ramadan.
One of the city’s residents, who refused to be named, said that Makiya is one of the cafés in the northern city which opens its doors to non-fasting customers who have chronic diseases, such as diabetes, pressure, kidney and ulcers, pointing out that they are regular customers.
He said that this incident reminds him of the time when Tripoli was controlled by the Islamic Unification Movement in the eighties of the last century.
The attack comes after a statement issued by the Municipality of Tripoli urging residents to respect the Muslim holy month by not eating in public places.
Mayor Nader Ghazal also addressed owners of restaurants and coffee shops to “respect the sanctity of the holy month of Ramadan.”
But some Tripoli’s residents said not eating in public would be considered as violation of their personal freedom.
Ghazal defended his stance and said that “it was not mandatory [not to eat in pubic] as there is no law prohibiting it.”
Tripoli is Lebanon’s second largest city. It has diverse groups including Christians and Lebanese who consider themselves irreligious.

(Reuters) - Myanmar police cordoned off Mandalay's Muslim neighbourhood as hundreds of Buddhists wielding knives, swords and bamboo poles roamed the city on Friday, following communal riots that killed two people earlier in the week.
Inter-religious violence has flared throughout the country over the past two years, threatening to undermine political reforms initiated by the quasi-civilian government of President Thein Sein, which took office in 2011 following 49 years of repressive military rule.
At least 240 people have been killed and more than 140,000 displaced since June 2012. Most of the victims have been members of Myanmar's Muslim minority, estimated to be about 5 percent of the population.
Around 300 Buddhists rode motorcycles around Myanmar's second largest city of Mandalay on Friday, shouting death threats.
"We're going to kill all the Muslims," some shouted as they rode through the streets after attending the funeral of a Buddhist man stabbed to death on Wednesday night. A Muslim man was also killed, beaten to death early on Thursday on his way to morning prayers.
Police erected barriers lined with barbed wire to block roads into a predominantly Muslim neighbourhood and prevented the Buddhists on motorcycles from entering. Officers in riot gear patrolled the streets, and one spoke through a megaphone, telling people to go inside.
While police guarded the neighbourhood, they did not disarm the Buddhists who had been riding around the city since midday, screaming threats and singing the national anthem. A man was seen distributing bamboo poles from a car parked near the royal palace, a popular tourist attraction in the city of about a million people.
Many Muslims fled the neighbourhood after violence broke out Tuesday, going to hotels or nearby towns.
Police said 19 people were hurt in riots on Tuesday and Wednesday nights. A 9 p.m. to 5 a.m. curfew backed up by a heavy police presence prevented further trouble on Thursday night and the same curfew will be in force on Friday.
