If you rebuild your home after a tornado blew through, are you groveling? When the US invoked the Marshall Plan and rebuilt western Europe, no one considered it groveling.

Perhaps southerners feel guilty that slavery was an intentional travesty, I don't know. Perhaps deep down they feel they have amends to make. But no one cares about their psychological issues. Just get on with fixing the problem.
