Why do parents send their children here?

Lets be really clear - the authorities have been raising concerns over this nursery for 5 and the only reason a court case to close it down failed was because the defendant used a change in those responsible for checks to get the case thrown out.
So you have a nursery with 5 years of authority criticism to the point the authorities wanted it closed down. Now once again inspections have found areas of failure - a baby crying themselves to sleep is not some little thing, remember the NSPCC advert about "miles is a quiet baby hes learned nobody comes"?
Can someone please tell me why any parent would even consider sending their child to this nursery? What can possibly be more important than a child so that this sort of appalling place actually has business?

I cannot believe nobody is bothered by this. Have we really reached a point where professional childcare facilities are borderline abusive to their charges in front of inspectors and nobody worries about it?

There was an attempt to close the place down but it came to court as the body responsible for inspections changed and the defendant got it thrown out on the grounds that the previous inspectors now had no legal authority.
I have no idea whether a further attempt would me made but what I want to know is why parents accept it? I mean ultimately whose job is it to protect children - the parents or the state? Who is going to do a better job? Or have we reached a point where parents can read what is going on at a place like this but think "well they havent closed it yet so it cant be that bad and they are watching it so I dont need to worry"?

Parents of children at Danesfield Church of England school in Williton, Somerset, have claimed that the incident happened after youngsters were laughing and joking during a lesson.
They allege that tape was placed over the mouths of children for the duration of the lesson. Children were allegedly told they would be sent out if they removed the tape and if it fell off, it was replaced. One parent claimed his 10-year-old daughter was upset at the treatment and when she removed the tape at the end of the lesson, it took some skin away and left her bleeding.

At least the authorities acted on it though and suspended the person responsible. Besides which parents have to legally send their children to school and as we know there is a vast amount of shenanigans going on as parents try to get their child to the school of choice.
There is no obligation to send a child to nursery and we are not talking about a single member of staff who gets suspended but an owner who acts to prevent it being closed by using a legal loophole of inspectorate change.
If the teacher in the story was still taping mouths five years after it was first noted and nothing had been done it would be equivalent.
The conditions have been known for 5 years - why are people sending their children there.
