Donald Trump v. The United States.
A new book out by New York Times reporter Michael Schmidt, says that the Mueller investigation never went into the relationship between Donald Trump and Russia, but it stopped the FBI investigation into the same topic, which presumed that Mueller had the ball. The book is titled Donald Trump v. The United States.
Pivotal in the formation of the special counsel investigation was Rod J. Rosenstein, the deputy attorney general. He made the decision as "acting attorney general" because Attorney General Jeff Sessions had recused himself (stepped aside) from the Russia inquiry. Rosenstein gave Mueller strict instructions to contain his investigation to Russian interference into the 2016 election, and stay away from any investigation of Trump and the campaign. This effectively blocked Mueller from investigating Trump's personal financial ties to Russia.
At the same time, Schmidt explains "[L]aw enforcement officials never fully investigated Mr. Trump's own relationship with Russia, even though some career FBI counterintelligence investigators thought his ties posed such a national security threat that they took the extraordinary step of opening an inquiry into them." Schmidt goes on to report. "Within days, the former deputy attorney general Rod J. Rosenstein reached down and curtailed the FBI investigation [into Trump’s relationship with Russia] without telling the bureau heads, all but ensuring it would go nowhere." Rosenstein maintained that the FBI “lacked sufficient reason to conduct an investigation into the president's links to a foreign adversary”.
As a result, Mueller thought the FBI investigation was going forward, and the FBI thought the Mueller investigation had the ball. Neither hand knew what the other was doing, and no one was looking into the crucial question of whether Trump was colluding with the Russians, specifically Vladimir Putin. When the Mueller team found evidence of collusion, they turned the evidence over to the FBI, which did nothing because they had stopped investigating.
This contradicts the Trump administration’s claims that the matter was fully investigated by the Mueller team and the FBI investigation. It was investigated by neither, which explains why Trump’s tax returns, among other things, remain a secret.
