Is Cummings the proxy Prime Minister?
He is making the policies. Pulling the strings, deciding who should be and who shouldn't be in the cabinet, and is sacking advisors.
Is an unelected advisor wielding too much power?

Not quite right, Eilzel, it was Cummings who was telling Javid to sack his advisors and replace them with his own team.
Javid resigned rather than comply out of loyalty to his own advisors.Javid and Johnson are friends. There is no love lost between Cummings and Javid.

A minor technicality
With Cummimgs pulling the strings he and BoJo are one and the same. It is hyper sinister has much power and influence that creep has in Downing Street.

I think sinister sums up Cummings admirably.
An unelected, power mad despot, treats people like dirt, even those democratically elected by their constituents to represent them.
This transcends party politics, Cummings and his ilk Wells far to much power, have the PM and the cabinet running scared of him, and he acts like a petulant, crazed dictator.
