Council fines roofer £300 for having empty crisp packets and sandwich wrappers in his van - because he doesn't have a licence to carry rubbish
Council workers slapped a roofer with a £300 fine for keeping snack wrappers in his work van because he doesn’t have a licence to carry waste. Stewart Gosling, 43, kept the stash of empty crisp packets and water bottles in a plastic commercial waste bag in the back of his white van.
But when he was pulled over by council workers carrying out spot checks, they told him he was breaking the law for carrying the rubbish without permission. He has tried to appeal the fine but has been told he will end up in court if he doesn’t pay the penalty issued at the roadside.
Stewart said: 'It’s so infuriating. The working-class man gets penalised for going to work basically.
'I’ve not fly-tipped. I’ve not left it in someone’s garden. It’s frustrated the hell out of me.
'There was just a bag of rubbish, bottles, crisp packets, newspapers and sandwich wrappers.

If it's his own personal collection of empty wrappers/drink containers etc from a few days of snacking while being driving about... then the council should fuk off!!!

Well the councils are strapped for cash aren't they, every little helps!
I remember helping a woman who'd broken down on a roundabout with four young children in the car, we all got out of our car and pushed her off the roundabout to somewhere safe to wait for the pick up truck. If the council had stopped her, she would have been done for fly tipping and had her car condemned as unsuitable for human habitation. It was full of wrappers, plastic drinks bottles, nappies old and new, various kids clothing and shoes plus an incredible amount of crumbs, must have been an average bakeries supply of crumbs for a week in there.

Only the courts should have the authority to fine people.
Give every twobit jobsworth civil servant the ability to fine people & they will likely abuse it.

Labour govts/councils love giving two bit jobsworths the power to impose 'on the spot' fines...
Cos they have to try to raise extra money to pay all the benefits for all the unemployed 'highly skilled/hard working/well needed' foreigners (labour voters) that they let into the country through mass immigration...!

Labour hasn't been in gov't for years..
And it is the gov't that gives councils the power to impose fines for local ordinances.
And now you're seeing the lengths that cash-strapped local councils are going to, to increase revenue as a result of fundage shortfalls from the governmental faux-"austerity" measures..
A direct outcome from the gov't working to give big tax cuts to their (and Tommy's) Big Business masters...

In England local Councils make their own rules up to a point. Government mostly lets them get on with it !

Another thing … the amount charged should be commensurate with how much it costs for professional cleaners to clean up the mess.
Removing a plastic bag full of wrappers should only take them a quick minute.
They are deffo trying to make an example of this man - Unfair & unethical.
