He was speaking at an Air Force Base, and Donald always plays to his audience. He's toning down quite a bit now that he's elected. There's no need to rally the lunatics anymore.
Now he just has to deal with the Tea Party, and their issue is costs. The military costs money, and they don't see the need. The Tea Party types own Congress (as Boehner learned), and money will become real scarce, you will see.

Yeah as veya says it isn't a popularity contest. It's about who made the biggest impact that year- love him or hate him, Trump is the man everyone has been talking about this year.
