I don't think his brother is responsible here, the man is 65 and probably confused by all the red tape and confusion involved when dealing with social services. He probably cares for his brother out of love, and if he doe get an allowance for this (and many carers don't) it would be a pittance.
It was up to the people involved in paying out the benefits to ensure that the man had received and understood the appropriate forms surely.
Knowing he was blind why didn't they phone and arrange a home visit, or arrange for the man to attend a meeting?

I do know I paid my mums bills and looked after her for years even though she lived independently from me.
Trying to wade through the cock ups that social services made caused more bother than anything else.

Secondly, sending a letter out with an appointment contained in it can hardly be classed as a cock up. It tends to be the official method of contacting people, not just benefits people, but hospitals etc all send appointments via the post.

The DWP even after their error, instead of sorting out their blunder, have apparently told the mans brother to sort this out online.

I think maybe you should read the comments at the bottom of the article.
I'm far from the only one who can't understand why his brother (his carer) didn't read the letter.

Lord F made the best suggestion, get an RNIB solicitor on it. Those letters are computer generated the DWP don't care he is blind. But, if his brother is his career he needs to be checking things like this. If his brother is unable to there are agencies that will do all the paper work for you and liaise with DWP. We all know the target driven cuts going on so we have to make sure we don't give those bastards at the DWP the chance to sanction us.
