David Cameron was slammed for not kicking Tory Aidan Burley out of the Conservative Parliamentary party after an investigation found he hired a Nazi costume for a stag do.

The MP suggested he did not know about the offensive theme of the party - despite being the best man - in an apology to voters and the Jewish Chronicle.

Burley said: "I wish I had left as soon as I had realised what was happening.

"What was happening was wrong and I should have completely dissociated myself from it."

But an internal Conservative investigation founded that he bought the SS uniform and insignia for groom Mark Fournier before setting out on the trip to France.

Tory grandee Lord Gold's report was released last night after Fournier was fined 1,500 euros (about £1,200) for breaking laws there banning Nazi material.

A court in Albertville also ordered 33-year-old Fournier to pay 1,000 euros (about £820) to an organisation representing the families of Holocaust victims.

Lord Gold said that Burley was "stupid and offensive" but is not racist or anti-Semitic.

However, Labour MP Ian Austin said the Tory's explanation of the party had been shown to be untrue and he should be punished.

Mr Austin said: "He claimed at the time that this event was a fancy dress party, and he told his constituents and the Jewish Chronicle that he had not known what was going to happen."

"The trial in France and this report shows neither of those statements was true and it beggars belief that anyone should believe him now.

"His behaviour was an absolute disgrace and I can't understand why the Tories haven't removed the whip."

Burley was sacked as a ministerial aide over the 2011 scandal.

He caused another storm in 2012 by branding the Olympic opening ceremony "leftie multicultural crap".

Neither he nor any of the other 10 guests who attended the party in the Alpine ski resort of Val Thoren in December 2011 were prosecuted.

But the Conservatives had halted publication of the findings of a disciplinary investigation by Lord Gold while legal proceedings were continuing.

His findings were finally released last night.

Lord Gold accepted the assurances of the Cannock Chase MP - once seen as a high-flier - that there was "no political motivation whatsoever" in the choice of theme.

But his "unacceptable and offensive actions" meant it was right that he was sacked as a parliamentary aide to Cabinet minister Philip Hammond.

"Mr Burley is not a bad man, still less a racist or anti-Semite," the report found.

"However, his actions were stupid and offensive, and the conclusions and recommendations reflect that."Mr Burley - who also visited Auschwitz on the recommendation of Lord Gold - will face no further disciplinary action, the party confirmed.

Lord Gold said that despite accepting that he left the dinner in protest at one guest raising a Nazi-themed toast, Mr Burley failed to make it "explicitly clear" that he objected.

"Given the standards expected of a Member of Parliament, he should have done so."

A Conservative party spokesman said: "Aidan Burley behaved in a manner which was offensive and foolish, and that his behaviour was completely unacceptable.

"What he did was wrong.

"That is why, two years ago, he was removed from his post as parliamentary private secretary.

"He has since apologised publicly and sought to make amends, including by visiting Auschwitz."
