Sounds like someone dumped a sofa on the cheap and at cost to council/taxpayer to clean up... but lost some money while doing the crime...

I'd imagine spending drugs or crime-generated money has a karma of its own too, TM.
There's also an outside chance of it being counterfeit - might lead to awkward situations
If it's a small amount I'd keep it, but if it's a big, fat wodge of notes, I'd hand it in - the old bill rewards people who hand in lost property.
