When putting up some thing up like a clothes line and my grand dad would thread the smooth wire through the hole drilled in the cross pipe top one of my uncles used this to clamp onto the smooth wire line ...there's a groove in that plate that the top bar will apply pressure to when the two finger trips are pulled together. Thumb fits in the left one and pointy finger goes in the other right one; while some holds the wire firmly the other person has time to cut the wire and tie it off without losing the tension. It is indeed a 'Bull Puller' - clamp onto the ring in their nose, wrap the twine around he tong handle and lead the ornery beast where ever you'd like him to follow; the tricky part was getting them tame/trained to allow you close enough to get that clamped onto the ring he'd grown up with hanging through his nostrils! Boot Jack ...used one every day when growing up; best method for pulling off our boots without having to ask a sibling to grab ahold of a manured covered heel.
