If a police officer showing ID asks for your name & D O B you are legally obliged to give it.

Now every Tom, Dick & Abdul will refuse.

You are obliged to give your details or they can arrest you and take you back to the station so as to try to establish you, details there...

That's not the case in the US, tho' I wouldn't doubt it is the case in more 'closed' societies.

However, a police officer may arrest anybody for any cause, or no cause, anywhere in the world. They have the guns, after all. If they can't provide probable cause after-the-fact, they will be civilly sued and must pay any award of damages. But again, that's only in 'open' societies.
