I doubt it was by design. One was Army, the other was Air Force. If you are going to put a team in, you want people who have worked together.

Tad dodgy if believed to be by design and it did not work and people die. Very far fetched to say the least.
I am thankful they were there when it happened as otherwise we would be saddened by yet another further attrocity.
