That is not a good idea as it will lead to accusations of posts being altered and deleted. Far simpler for admin to
limit the quotes.

I looked into that this morning, but couldn't figure out how to do it -- there doesn't appear a setting that would allow it, though you, the users, can indeed limit the number of quotes in your post with judicious use of good ol' < select > < DEL >.
I could remove the quote button entirely, but that seems like it would create more problems than it would solve.
