The problem with Congress doing nothing as far as Republicans are concerned, at least for the moment, is that they expect Congress to repeal Obamacare, impeach Obama, etc. They're convinced they actually accomplished something in November.

The danger for Republicans is that they do have things they would like to see done. They do have an agenda...having primarily to do with defense. Not only do they like to be in a position to provoke wars and military action, but defense spending makes money for Republicans in the arms industry. Hell, even Democrats would like a relatively strong military machine. The problem is that no one can have it because it was sacrificed in negotiations over sequestration.
So this Republican passive-benign government role can only go so far. Recall they had to throw defense spending into the pot on the sequestered funds thing. Noncooperation across the aisle means they have a lot of ground to make up, meaning they will have to give back all they think they gained before anyone even thinks of cooperating. It was sacrificed in a trade, and in order to get it back they will have to give back the things they traded for.
I think that Republicans will give up on sinking Obamacare. Turns out it is too popular with the public. Furthermore, what would they replace it with? By now, some 8-million low income families have made the transition to the Affordable Care program. In addition, now some of the states who pounded the table in their refusal to join the ACA, are now quietly sneaking back in the back door...take Louisiana for example. It's one thing to not start something, and quite another to take away something. If they start taking away something as popular as Obamacare, solely on ideological grounds, they are going to take another beating like on the government shut-down.
Of course, Obama would veto it anyway.
As far as impeachment is concerned, which would they rather have, Obama or Biden? The vice-president replaces the president. Impeachment is used primarily to embarrass the incumbent. Although Obama has been immensely successful, there is nothing in the nature of a 'high crime and misdemeanor', which the Constitution requires, to hang the Republican's hat on.
