Should Thatcher have faced charges over...

The Hillsborough disaster?, she was advised after all that South Yorkshire a police were ' close to deceitful' ...
I knew the Police tried to blame fans for their wrongdoings by way if saying fans were staging arriving late for the match, drunkenness and ticketlesness , but until reading this article, I never knew the filthy corrupt police were accusing fans of raiding the pockets of deceased fans, how low can they go eh?..
I remember hearing this filter through on the radio, I was only 14 at the time and helping my dad do some brickwork for a mate.
If Thatcher knew these cops were corrupt, then surely she should have been charged herself for failing to launch a proper and non corrupt enquiry?
I don't know what the charge would be though?
