Cameron accused of using public funds for Tory spin
Top officials and the election watchdog set to investigate whether David Cameron's letter to businesses promoting the new employment allowance amounts to taxpayer funded "Tory propaganda"
David Cameron is facing an investigation into whether he used an estimated £2 million of taxpayers’ money to promote Conservative Party "propaganda", in breach of government rules.
The Prime Minister wrote to nearly two million businesses and charities earlier this month to urge them to check whether they are entitled to a £2,000 National Insurance tax break.
The letters, on 10 Downing Street headed notepaper, were paid for by the taxpayer rather than the Conservative Party, on the grounds that they were publicising the coalition’s tax reforms, rather than Tory policy.
However, the government’s most senior officials have been asked to investigate whether the mail-shot complied with strict rules banning ministers from using public money to promote party political material.
Labour has complained to the Electoral Commission, which regulates political party funding issues, that Mr Cameron’s letter contained Conservative “propaganda” including: “We came into government with a long term economic plan to rescue the economy.”
The letter was sent on the eve of the campaign for the European Parliament elections and council elections in England.
Angela Eagle, the shadow leader of the House of Commons, said the letter was “blatant Tory electioneering”.
“It looks like the Government has broken very clear and important rules,” she said.
“Ministers must urgently and publicly justify this huge expense. Public funding should go towards raising hard-working families' living standards, not promoting Tory propaganda.”
Fiona Mactaggart, a Labour MP and former minister, wrote to the Electoral Commission to call for an inquiry.
The Commission has asked the most senior civil servant in the government, the Cabinet Secretary Sir Jeremy Heywood, and the top official in the Treasury, Sir Nicholas Macpherson, to investigate.
The Commission said it would be prepared to consider further action once these investigations have concluded.
Mr Cameron was also criticised after it emerged that the letters were wrongly sent to parents who hired nannies and other domestic workers. Such employers are not in fact eligible for the new allowance.
Claire Madden, from Northamptonshire, employs a nanny to care for her two daughters and said she should also be able to benefit from the scheme.
“I can't understand why employers of domestic workers are not able to qualify. I provide employments and pay NICs. Why should I be excluded?”
A Downing Street spokesman said: “It is not political, helping business and building a stronger, more resilient economy is Government policy.
"The letter was drafted to target potential recipients of the new employment allowance, which could be worth up to £2,000 for 1.25million businesses. It is important that businesses are aware of this as soon as possible so they can check their eligibility and make use of the allowance."
