England's second largest police force failed to record one in five offences committed between 1 July 2019 and 30 June 2020

One in four violent crimes went unreported, including domestic abuse, stalking and harassment, with detectives deciding to close cases without considering victims' wishes in "too many" circumstances.
Inspectors from Her Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) said the findings were "deeply troubling".
They estimated that the number of reported crimes recorded by the force fell 11.3% from 2018 - to just 77.7%.

Well, I did teach criminal justice at multiple universities. As far as the determination of what is a crime, it boils down to two things: motive and opportunity. What is an "actual crime" boils down to those two things, as well. They appear to be scarce in the allegations that come to the GMP.

The evidence is already in that the police force failed to record 20% of actual crimes that they should have recorded as crimes!!!
I cannot understand why some here keep on trying to deny this!?

There is no doubt, and no one who is involved is arguing, that GMP have been failing in their duties.
Ian Hopkins should have been sacked...instead he has taken early retirement, the day after GMP....the second largest constabulary in the UK, is to be placed in special measures.
"Greater Manchester Police is to be placed in ‘special measures’ following last week’s damning inspection report, the M.E.N. can exclusively reveal.
Her Majesty’s Inspectorate for policing has escalated GMP into what is officially known as the ‘national oversight process’ as a result of its failures around crime recording and the protection of vulnerable people.
Only one other force - Cleveland - is believed to have ever been placed into those measures, the highest level of escalation.
The move will involve much more hands-on involvement from the inspectorate, the Home Office, College of Policing and the National Police Chiefs Council, with the measures to remain in place until GMP can demonstrate sufficient improvement.
It comes after a blistering report last week found the force had significantly deteriorated in its crime recording since 2018 and was now even worse at it than in 2016, when it was rated inadequate."

We've also had this in Oakland, CA. Oakland's police force had been hit by layoffs and budget cuts, resulting in complete mismanagement of day-to-day operations. It was found that if the feds want to take over the charging functions, they must also take over the prosecution functions… you can’t just charge people; you must also try them. This behaviour by GMP is widespread across the UK and is a deliberate attempt to try to hide the true figures on the epidemic of crime that we have now here by blacks and Muslims.

It is probably rife up and down the country, and I do believe the authorities are well aware of it.
I doubt (apart from the now well documented cover-up of Muslim Pakistani child grooming and rape gangs) it has anything to do with the colour or ethnicity of criminals though.
There are lots of white none Muslim criminal low lives around in the UK....have you not noticed that Tommy?
