It's like he's trying to pass these lads  off as a pair of  loveable rogues who committed harmless ''minor'' crimes. They did not nick a few apples from orchard trees, they committed specific terrorist offences. During the week, the Sri Lankan PM said that they would be overhauling their intelligence service and police forces..

They had intelligence information, and they failed to act on it, and didn't pass the info' on to the police..

That they already had suspects is shown by them raiding and arresting 15 people in the first few days, finding weapons and explosives at a couple of houses.
