At which point the tenants will sublet to all and sundry so no one could possibly know who was there and who was not, who should have been there and who should not.

Worse still Labour are using this as some kind of political point scoring exercise and trying to pretend that they actually give a shit about these people

Of course the scammers were all foreigners of no fixed abode, this is what raised suspicions in the first place! If they were legally resident with legal jobs their documents (showing where they live and work) would rule them out from attempting this scam, it just wouldn't work.
