Trump’s Sanctuary City Order Is Unconstitutional, Court Rules
The Trump administration cannot restrict grants to so-called sanctuary cities, a federal judge in California’s Northern District ruled Monday. Previously, the Trump administration issued an executive order blocking federal grants to cities that did not cooperate with immigration officials. The California court declared the order “unconstitutional on its face” and issued a permanent injunction against it.

Of course. If a president could unilaterally withhold funds for a program he didn't like, think of the implications. For example, a pacifist president could refuse to fund the Defense Department.
O Joy! Let's also do away with the Department of Justice, and let all the criminals go free. Also, if this new-found power goes to withholding funds, why not payment of funds elsewhere. Say, the funds withheld from the Defense Department, go to the Environmental Protection Agency.

Progress, Russ, progress. Let's take this new-found power to withhold funds, and extend it to withholding freedom for war criminals...say, Dick Cheney, for one.
