Would that be the same Electoral Commission that is also investigating similar allegations about the spending programme of the anti-Brexit campaign Britain Stronger in Europe?

Nothing specific, Cass; the Electoral Commission investigations of early 2017 referred to in your source were the ones that I already knew about. They were hardly secret.
If there is any "new evidence" then it is clearly the duty of the Commission to examine it and to report accordingly, but until we know what that evidence is and who provided it, presumably with the intention of attempting to force the re-opening of the investigation, then it would be foolish to make any assumptions of wrongdoing by any of the various official and unofficial factions that took part in the campaign.
Allegations of this nature frequently follow elections or referenda, usually triggered off by complaints lodged by the loser.
Where they have been proven breaches of the regulations then quite obviously appropriate sanctions or punishments should be imposed on the guilty parties, but with so many different bodies having campaigned on both sides during the referendum and such a clear result having been obtained, it is difficult to see what purpose, other than revenge, will now be served.
There may well be a hefty fine on someone (though more likely a slap on the wrist) but if the intention is somehow to force a re-run of the referendum it is highly unlikely to succeed - or, indeed, to be warranted.
