Everyone knows you have to have a Registrar present. It's not recognised by law otherwise.

Tough titties...
Their pseudo marriages won't be recognised in many other western countries, either -- such as Oz, NZ, USA, Canada -- as those officiating over marriages have to be recognised as marriage celebrants, and registered as such, for those marriages to be legal..
If they were living together as man and wife for more than six months down here, the "wife" could try to sue her "husband" under common law/'defacto marriage' laws.
