Hundreds of JVP activists across U.S. demonstrating against ADL’s role in U.S.-Israel Deadly Exchange program

JVP activists are holding demonstrations in 15 cities across the country today, calling on the Anti-Defamation League to end “Deadly Exchange” programs between U.S. and Israeli law enforcement officials.

In a letter delivered to ADL Director Jonathan Greenblatt this morning, JVP Executive Director Rebecca Vilkomerson requested a meeting to discuss why hundreds are taking action today and 20,000+ people have signed a petition calling for an end to these dangerous training programs that perpetuate discriminatory, repressive and violent policies in the U.S. and Israel.

For the last decade, under the banner of “counter-terrorism” training, the ADL has brought more than 200 top-ranking U.S. law enforcement officials, including police chiefs and ICE officers, to Israel to train with Israeli police, military and intelligence agencies. The ADL has also brought those same Israeli forces to train with more than 1,000 US police, ICE and border officials in the U.S.

These programs share dangerous technologies, and practices in both directions: bringing paramilitary tactics to U.S. policing and broken windows discrimination to Israeli policing.

Actions will be happening throughout the country all day today. Along with deliveries of the petition text, activists are hosting speak-outs on the links between policing here and Israeli Occupation abroad, sharing testimonials gathered from Palestinians, Ethiopian Jews and others impacted by Israeli law enforcement, and communicating the message: “Safety through Solidarity: Not Policing or Occupation. End the Deadly Exchange.”

Unfortunately, the ADL’s response to our campaign thus far has been to affirm their commitment to running these harmful programs. Stefanie Fox, Deputy Director, JVP:
“These programs turn Israel’s 70 years of dispossession and 50 years of Occupation into a marketing brochure for successful policing. We want to end Israel’s human rights abuses, not hold them up as a model.”

Asaf Calderon, JVP activist in New York City:
“As an Israeli immigrant to the U.S., I’ve seen racial profiling of black and brown people with my own eyes from the security in Ben Gurion airport to random detentions in the subway in New York. I find the fact that law enforcement agencies in both countries are building on each other’s experience of racial discrimination appalling, even more so when these programs are run by a so-called civil rights organization.”

Let’s begin by clearing up the common misapprehension that the WP (White Poppy) is a sign of disrespect or two fingers up to our fallen soldiers; it isn’t. The best way to do that would be to wear no poppy at all but be your poppy Red or White, to wear it IS in itself an act of remembrance. However, the difference is that the WP, a very much ‘considered’ choice, also takes into account the appalling number of civilians (up to around 240,000 British alone in two world wars) killed and promptly forgotten. Something like 100 million people have been killed in conflict over the last century and among these mind-blowing figures, the mantra that was once, ‘Never Again’ has sadly been drowned out amongst the shameful drum roll that is the virulent and increasing ‘ramping-up’ of militarism.
White Poppy wearers desire to remember, and ‘respect,’ just as those who choose to wear Red poppies do. But we also refuse to be intimidated in our freedom of choice, ‘not’ to be sucked in to the establishment’s shameful hijacking of the once simple and dignified poppy (as opposed to the gaudy, diamond encrusted, mine’s bigger than yours, as currently displayed by ‘celebrities’ and those ‘in the dock,’ mentioning no names) and act of remembrance. Along with our Military too, all these things have, and currently are, used as mere ‘tools’ by successive Governments, not please note the masses who generally wear theirs with integrity, to advance their own murky agendas and constant lust for ‘filthy lucre.’ We in WP’s simply hope for a world in which, when it comes to resolving our differences, killing is not always the first and only option.
Though these views are my own, I speak to you as an Afghan Veteran (2007-2008) and member of an organisation called Veterans for Peace UK. In a recent article by Katie Hopkins in The Sun she savaged the ‘Conscientious Objectors’ and casually wrote them off as ‘cowards.’ That generalisation did a massive dis-service to the countless thousands who had enough humanity in them that they ‘didn’t have it in them’ to kill their fellow man and were brave enough to answer to their consciences and swim against, and at great cost to them, what must’ve been a truly terrific tide.
In our organisation, we have such people who have been brave enough to refuse to take part in what they’ve considered to be something immoral; the process of our involvement in ‘extraordinary rendition’ and to deploy to Afghanistan on the back of contributory factors in their decision making such as the callous annihilation of civilians in Iraq (see Wiki-leaks and ‘Collateral Murder’ film). I’m proud to stand beside these men whose conflicts range from World War Two to Afghanistan. Our oldest member served as a ‘fifteen year old’ Merchant Seaman on D-Day and members range from ex-Royal Navy Sailors and Marines to ex-Army Special Forces personnel.
Not all of our members choose to wear the White Poppy. It’s their ‘choice.’ I however do; not because I wish to disrespect my two Great-Grandfathers who fought in the First World War or both of my Grandfathers who fought in the Second. Nor my Uncle who survived Korea and Kenya or indeed the memory of my dear friend, the late Corporal, James Dunsby, who sadly died this year on that Welsh mountainside with his friends and whom i served with in Afghanistan, a nicer person one couldn’t have hoped to meet. Come the hour, I shall remember them all. But I shall also hope for a better future for humanity as a whole.
I’m no great authority on conflict by any means serving only one tour as a reservist in Afghanistan after a number of years as a regular soldier in the early nineties but I saw enough on that tour to realise the futility of it all; the insane waste of human life to such little end and the massive waste of money and resources, particularly in terms of ordnance, that would be much better employed at home or on humanitarian projects. Rather than ‘re-construction,’ I only ever saw ‘de-construction’ as what little infra-structure was there was often blown away. The Opium trade I believe is thriving, bumper crops year after year, but then why wouldn’t it be when the country is run by thieves and gangsters under Karzai? Oh yes; I at least saw that much.
Upon their return, our troops are paraded around as heroes by those who seek to gain from them but the sad truth is, despite so many suffering from mental and physical trauma, just as they come to terms with being at home, many made redundant by the constant waves of cuts, these ‘heroes’ are held in such high esteem that they’re given the minimum payout’s that the government can get away with and then forced into another fight to try to increase these paltry awards! Not to worry though because charity is on hand to do the governments job for it and The Royal British Legion won’t go short of a bob or two with the likes of BAE System’s stepping into the breech (conflict of interest in securing peace right there!). Remembering the dead is fine, but please, let’s also remember the living.
Due to the way that our poppy has been taken over, some of us find it impossible to separate this once, and in many ways, still fine emblem of remembrance from the corruptions that I’ve alluded too above. In closing I’ll say this; sadly even I can’t claim to be a pacifist. If someone wishes to invade our shores, I’ll gladly slap on my ‘greens’ again but we must always be mindful of how these situations arise in the first place. In the last war, Nazi Germany would not have been quite so mobile had a certain large motor company not intervened to build the Wermacht’s vehicles; go look it up, the list of those who financed the German war machine is long and some of the names will surprise you.

Like many in the 1930s, the PPU supported appeasement, believing that Nazi Germany would cease its aggression if the territorial provisions of the Versailles Treaty were undone. It backed Neville Chamberlain's policy at Munich in 1938, regarding Hitler's claims on the Sudetenland as legitimate. Peace News editor and PPU sponsor John Middleton Murry and his supporters in the group caused considerable controversy by arguing Germany should be given control of mainland Europe. In a PPU publication, Warmongers, Clive Bell said that Germany should be permitted to "absorb" France, Poland, the Low Countries and the Balkans. This position drew criticism from other PPU activists such as Vera Brittain and Andrew Stewart. At the time of the Munich crisis, several PPU sponsors tried to send "five thousand pacifists to the Sudetenland as a non-violent presence", however this attempt came to nothing.

Some PPU supporters were so sympathetic to German grievances that Rose Macaulay claimed she found it difficult to distinguish between the propaganda of the PPU and that of the British Union of Fascists (BUF), saying, "Occasionally when reading Peace News, I (and others) half think we have got hold of the [BUF journal] Blackshirt by mistake". There was Fascist infiltration of the PPU and MI5 kept an eye on the PPU's "small Fascist connections".After Dick Sheppard's death in October 1937, George Orwell, always hostile to pacifism, accused the PPU of "moral collapse" on the grounds that some members even joined the BUF.The historian Mark Gilbert said, "it is hard to think of a British newspaper that was so consistent an apologist for nazi Germany as Peace News," which "assiduously echoed the nazi press's claims that far worse offences than the Kristallnacht events were a regular feature of British colonial rule". But David C. Lukowitz argues that, "it is nonsense to charge the PPU with pro-Nazi sentiments. From the outset it emphasised that its primary dedication was to world peace, to economic justice and racial equality," but it had "too much sympathy for the German position, often the product of ignorance and superficial thinking".

In 1938 the PPU opposed legislation for air-raid precautions and in 1939 campaigned against military conscription.

Peace campaigners have been accused of “indoctrinating” children, after Britain’s largest teaching union promoted a scheme to sell white poppies ahead of Remembrance Sunday.

The Peace Pledge Union (PPU), a pacifist organisation, will this week formally launch a new campaign for schools across the country to endorse white poppies.

It comes after the PPU exhibited for the first time at this year’s National Union of Teachers (NUT) conference, where it signed up over 100 teachers to its inaugural teacher network.

The PPU, which grew out of the conscientious objectors movement in the First World War, aims to challenge what they see as the “glamorisation” of war through the sale of red poppies.

But Colonel Richard Kemp, the former commander of the British Forces in Afghanistan, criticised the sale of white poppies in schools as “misguided”

Can I make a suggestion. Right at the top is the logo for JVP - Jewish Voices for Peace. In the first few sentences is the full title of ADL - Anti Defamation League. You know all those cops who in the US who have been attacking people and shooting people in the back etc (which there have been many threads on here about)? Well, they have been trained in Israel, where they think nothing of shooting children. And the Jewish people of the JVP want the exchanges to stop.

Indeed, its as appalling as it gets and is based on a complete lie, to demonize israel.

Even worse it demonizes the US Police where hundreds of thousands of Officers that stop, search and arrest people daily, do so without shooting or killingh anyone

The training shared is in regards to terrorism, security methods etc, not the daily incidents that the Police face in either country.

So what is done is to get a Jewish group that is in fact hostile to Israel to promote such a lie in order to make it seem like a ligitimate concern, evan though as seen its based on a complete lie.

It’s not uncommon for residents of America’s most heavily policed neighborhoods to describe their local cops as “an occupying force.” Judging by where many U.S. police forces get their training, the description seems apt.

Thousands of American law enforcement officers frequently travel for training to one of the few countries where policing and militarism are even more deeply intertwined than they are here: Israel.

In the aftermath of 9/11, Israel seized on its decades-long experience as an occupying force to brand itself as a world leader in counterterrorism. U.S. law enforcement agencies took the Jewish state up on its expertise by participating in exchange programs sponsored by an array of pro-Israel groups, like the American Israel Public Affairs Committee, the Jewish Institute for National Security Affairs, and the Anti-Defamation League. Over the past decade and a half, scores of top federal, state, and local police officers from dozens of departments from across the U.S. have gone to Israel to learn about its terrorism-focused policing.

Yet Israel’s policing prowess is marred by its primary purpose: occupation. Israel has carried out a half-century of military rule in the Palestinian territories of the West Bank and Gaza, an occupation rife with abuses. The country’s police and security forces also regularly violate the rights of Palestinians and immigrants inside of Israel’s 1967 borders.

“A lot of the policing that folks are observing and being talked to about in these trips is policing that happens in a nondemocratic context,” said Alex Vitale, a sociology professor at Brooklyn College and author of a forthcoming book on global policing. “It involves either military policing, border control policing, or policing of folks in the occupied territories who aren’t full legal subjects in the Israeli legal system.”

While attention on the militarization of American police forces has intensified in recent years, spurring some reforms that the Trump administration has already undone, U.S.-Israel police exchange programs have carried on without much public scrutiny.

This week, a delegation of top American law enforcement officers is in Israel for the ADL’s National Counter-Terrorism Seminar, which includes training on topics, such as “leadership in a time of terror” and “balancing the fight against crime and terrorism,” according to literature by the group advertising the trip. More than 200 law enforcement executives from over 100 departments in the U.S. and abroad, immigration enforcement agencies, and even campus police have participated in the ADL program since it launched in 2004.

Among this year’s participants in the seminar is D.C. Metropolitan Police Commander Morgan Kane, whose attendance at the training earned the department a public rebuke from D.C. Councilmember David Grosso. “I am concerned that we are not doing enough to prevent the militarization of law enforcement in the District of Columbia,” he wrote in a letter to Metropolitan Police Department Chief Peter Newsham. “Learning from military advisors is not what local law enforcement needs.”

“It just occurs to me that it isn’t a good idea, whether in Israel or another place, to go and train with a military or national police — in essence, learning from people who are better at the violent approach to conflict resolution,” Grosso told The Intercept. “That’s not appropriate for what we’re trying to do here in D.C.”

“We already have the FBI, the CIA, the Secret Service, we have so many national police here, heavily armed,” he added. “We don’t need more of that, we need more of a community-based approach.”

A spokesperson for the D.C. police told The Intercept in an email statement that the department is participating in the training “to learn best strategies in combatting terrorism.”

“Expanding our knowledge on counterterrorism and gaining valuable experience for the next generation of MPD leadership is critical to the safety and well-being of the residents and visitors of D.C.,” the spokesperson wrote. “This opportunity will not allow us to deviate from our commitment to providing fair, unbiased, and constitutional policing.”

In addition to meeting with their Israeli counterparts, American police on the delegations also visit representatives of the Israeli Defense Forces, as well as border security and intelligence services — essentially taking lessons from agencies that enforce military rule rather than civil law.

“It fits in with this ideology of police as warriors,” said Vitale.

“The focus of this training is on riot suppression, counterinsurgency, and counterterrorism — all of which are essentially irrelevant or should be irrelevant to the vast majority of police departments,” he added. “They shouldn’t be suppressing protest, they shouldn’t be engaging in counterinsurgency, and almost none of them face any real threat from terrorism.”

The trainings in Israel also fit within a broader militarization of U.S. law enforcement that is well underway back home. When Bill de Blasio first ran for New York City mayor four years ago, ending “stop-and-frisk” police searches was a cornerstone of his campaign. Critics warned halting the practice would fuel crime. But this week de Blasio coasted into reelection against a backdrop of historically low crime rates.

The city of more than 8.5 million people has seen fewer than 300 murders so far in 2017. That puts its body count lower than much-smaller jurisdictions including Baltimore, a city of fewer than 620,000 people where 303 people have been murdered this year, and Chicago, where the number has risen above 580 in a population of 2.7 million.

So what factors can really help drive down crime? The National Academies of Sciences, Engineering and Medicine said in a report released Thursday that certain “proactive” policies aimed at preventing crime before it happens—including stop and frisk—show mixed results. Yet it is not enough to simply identify what policies appear to reduce crime, a panel convened by the National Academies cautions in the report. Authorities must also consider the real-world risks of applying these approaches in ways that are racist, biased or illegal, they wrote.

Jewish Voice for Peace, an anti-Israel organization which is a leading player in the Boycott, Divestment and Sanctions movement, has released an “updated” video for its “Deadly Exchange” campaign.

We wrote about JVP’s “Deadly Exchange” initiative in a prior post, With “Deadly Exchange” Campaign, Jewish Voice for Peace moves from enabling to promoting antisemitism. As we highlighted, the campaign blames Israel and major Jewish American organizations for policing problems in minority communities, including police shootings. JVP thus sets up Jews as part of and the driving force behind a white police power structure oppressing non-whites.

As demonstrated in the prior post, those accusations are false, but pernicious. JVP holds Jews out as the cause of unrelated problems, and does so in terms meant to exploit and incite antisemitism and racial hatred and resentment.

The new video (embed below) doubles-down on these baseless accusations.

Widespread Criticism of JVP’s “Deadly Exchange” Campaign, Including from the Left

The “Deadly Exchange” program, which JVP began rolling out in early Spring and revamped with a video and online materials in June, is a vicious effort to stoke racial tensions against both Israeli and American Jews.

The Deadly Exchange Campaign trafficks in age-old antisemitic canards about Jews being hidden, malignant, and moneyed forces working to subvert and undermine societal health and well-being.

Since we wrote our original post, JVP has come in for considerable criticism. The criticism has come from within left-wing circles, by groups and individuals who are often otherwise sympathetic to JVP’s positions and to even to BDS.

Rabbi Jill Jacobs who heads the far-left group Truah, for example, slammed the campaign for veering toward antisemitism.

Commenting in an Haaretz op-ed, which was widely circulated and garnered considerable support, a prominent left-leaning Canadian scholar also condemned JVP for its unsubstantiated insinuation of a Jewish cabal out to harm America’s minority communities:

Saying that Jewish groups are the primary drivers of U.S. aid to Israel and for the scourge of institutionalized racism in America makes me queasy in that the causal logic is so deeply implied but so empirically thin as to imply a secret conspiracy.”

Several weeks ago the Anti-Defamation League also released a blistering statement about “Deadly Exchange”, charging JVP with “taking increasingly radical positions and…questionable tactics in pursuit of its mission to diminish support for Israel.”
Flagging JVP’s recent harassment and physical attacks of LGBT Zionists and its ongoing “celebration” of Palestinian terrorists, the ADL reserved its most severe condemnation for the “Deadly Exchange” campaign and its call for action against joint U.S. and Israeli security programs, which as the ADL rightly noted, allow members of the police and defense communities to train together and “share best practices for fighting terrorism”:

Under the project name ‘Deadly Exchange,’ JVP asserts that joint training and exchange programs are responsible for rising levels of police brutality and racism against minorities in the US because the American law enforcement are inculcated with disrespect for minorities and a cavalier attitude towards violence by their Israeli counterparts. A recent promotional video from JVP implicitly blames US Jewish organizations, who run many of the exchange programs, for rising levels of racism and violence in the US. The video demonizes both Israelis and American Jews and blames them for some of the worst problems in society…JVP has always used its status as a Jewish organization to shield it and other anti-Israel groups from criticism, and to impact a veneer of legitimacy to the BDS movement…Now JVP has set itself outside even the broadest conception of American Jewry’s big tent, attacking the liberal bona fides of pro-Zionist American Jews and using language to describe American Jewish organizations that veers uncomfortably close to age-old anti-Semitic canards about Jews using their influence to undermine the societies of the countries in which they live.”

With this degree of criticism, you’d think that JVP would have backed-off or at least toned down its messaging about Jews conspiring to hurt people in minority communities.

At first it looked like JVP might do that. In an op-ed for Haaretz, its Executive Director Rebecca Vilkomerson promised to take into account the critical “feedback.”

But none of that revisiting or any real revising has taken place. If anything, the group has doubled-down.

In reaction to the ADL report, JVP took pride in the campaign having “hit a nerve” and questioned the civil rights organization’s liberal credentials.

It’s now opened an online petition which calls on the ADL to end its funding of the U.S.-Israel training programs (at the time of this writing it had collected 4782 signatures).

And on August 7th it uploaded an “updated” video to YouTube which continues to stoke racial tensions by insinuating that U.S. and Israeli state agencies and major organizations are collaborating to harm people of color in both the countries.

Im a non-Jewish Latina who works at the Anti-Defamation League.

I love this work. I’m proud of this work. I’ve taken up the cause of fighting anti-Semitism and all forms of bigotry because, as a Latina, I can’t simply be concerned with anti-immigrant or anti-Latino hate. To be effective in building a more equal and just society, I believe deeply that I have to fight all forms of hatred. And that includes the hatred of Jews.

To that end, one of ADL’s programs involves working closely with law enforcement in the United States, training them to identify and investigate hate crimes against all vulnerable groups in our society. We train law enforcement to combat extremism and terrorism, but also their own implicit biases. We take a few dozen American law enforcement officials to Israel every year, where they learn from Israel’s national police about how they prevent and respond to international terror attacks and threats, like those from Hezbollah and Hamas. The goal of this program is to help U.S. law enforcement officials prevent attacks in the U.S. and save lives. Seems like a no-brainer, right?

Well, not for everyone, it turns out.

For months now, the far-left anti-Zionist group Jewish Voice for Peace (JVP) has been targeting our exchange program with Israel with a campaign called “Deadly Exchange”. Now, ADL is a 104-year-old organization, and becoming targets of both fair criticism and inaccurate attacks from the right and the left of the political spectrum comes with the territory for an established institution like ours. But in my time at ADL, I’ve been especially surprised at JVP’s ignorance, dangerous dogmatism and blind efforts at intersectional cause-making.

In their campaign against our program — a program that is designed to save lives — JVP makes the case that American Jewish institutions are responsible for rising levels of police brutality and racism against minorities here in the United States, thanks to their support for these types of exchanges between American and Israeli law enforcement agencies.

In other words, JVP believes Jewish institutions control how the police racially profile people of color in the United States.

I was shocked by this attack. It hewed so closely to anti-Semitic canards about the Jews secretly controlling the levers of power. How could a Jewish organization make such a hateful claim?

This radical — and willful — misunderstanding of our program was compounded last week when JVP came to protest ADL at our New York headquarters.

As the head of communications for the organization, I went to greet them and to receive their petition. But I was only seconds into my conversation with a JVP spokesperson before she demanded to know: Why didn’t ADL send anyone to hear their stories?

“I’m right here,” I said, confused.

Then she asked me point blank how a woman of color could work for ADL. Hadn’t I personally experienced racial profiling?

Yes, she actually asked me that.

It was insulting, doubly so because she seemed to assume that, as a woman of color, I was some junior person being sent down to placate them (I’m one of ADL’s senior leaders).

I once again told her that I was there to officially accept their petitions on behalf of the organization. Still refusing to hand over the petitions until their hour-long program was over, the spokesperson asked me, How could I be proud of working with such an organization?

I stared at her blankly and kept my composure. I told her again that I was there to represent ADL and to receive their petitions. Again, they refused to give th1em to me.

Despite these many attempts to receive their petition, JVP put out a press release and many tweets falsely claiming we refused to take it. They also claimed ADL called the police to eject them from the 13-story building, which we don’t own and share with 50 other private organizations. It didn’t matter that I had tried to get the building’s private security to let them finish their protest and not call the police. JVP wanted to manufacture an arrest for their public campaign.

In all the commotion, I didn’t get to answer the spokesperson’s question. But I’d like to.

In answer to your question, JVP, yes, I am proud of working for ADL. We’re working every day to fight systemic racism, anti-Jewish hatred, and inequality in this country.

Our organization is reaching 1.5 million kids a year with anti-bullying school programs. Our organization is tracking and outing hate groups, anti-Semites, and white supremacists. Our organization is training law enforcement about how to report hate crimes, which are woefully underreported. Our organization is doing implicit bias training with police. Our organization is working with Mexican consulates to help them report hate crimes against Latinos in the United States. This is the work we are doing every single day.

ADL works through courts, in the halls of Congress, in local communities through our 26 regional offices and through public campaigns to fight racial injustice. We are proud to work with law enforcement to fight hate, even as we recognize there are systemic problems with racial profiling and the criminal justice system.

I’m proud to work for ADL because we’re actually doing the work.

Perhaps JVP is satisfied to spend their time and efforts staging arrests and calling ADL a white supremacist organization. We won’t be distracted or diverted as JVP exploits serious causes for their anti-Israel crusade.

ADL will continue to fight the good fight.
