White Christian girl put into foster care with non-English speaking Muslim family

A white Christian girl was reportedly put into the care of a non-English speaking Muslim foster family where the mother wears a niqab.

The child, aged five, who speaks English as her first language, has been looked after by two different Muslim households in the past six months. She was allegedly encouraged to learn Arabic in one household and was begging not to go back there because "they don't speak English", according to a confidential report from the local authority seen by the Times newspaper.

She is said to have told her mother since the placement in Tower Hamlets, London, that "Christmas is stupid" and European women are "alcoholic". The girl was reportedly told to remove her Christian cross necklace and was not allowed to eat carbonara because it contained bacon. In one of the homes, the mother wore a niqab, while the in the other the mother wore a burka, both of which fully cover the face.

The child and her carers have not been identified.

Local authorities are supposed to consider religious, racial, cultural and linguistic background when making fostering decisions, under The Children Act 1989 which states the authority should "have regard to the different racial groups to which children within their area who are in need belong.”

Tower Hamlets is one of the most diverse areas of the country, where only 31 per cent of the population were white British at the time of the 2011 census. It is not known whether the council has a shortage of white British foster carers.

Tower Hamlets council have not said why the fostering decision was made.

A spokesman for the council told the Telegraph: “We are unable to comment on individual cases or those that are subject to court proceedings.

“Tower Hamlets Council’s  fostering service provides a loving and stable home for hundreds of children every year, and in every case, we give absolute consideration to our children’s background and to their cultural identity.

“All our foster carers receive training and support from the council to ensure they are fully qualified to meet the needs of the children in their care."

Just for the record, the Daily Telegraph in Australia is, indeed, part of Murdoch's media empire but the Daily Telegraph in the UK, subject of the OP, is owned by the reclusive Barclay Brothers who direct their operations from an idyllic Channel island that they own.

No child should be put in a home where their language isn't spoken. I'm not sure I believe the foster families were spotintnoff about Christmas either....

Foster parents are usually very carefully vetted before they're accepted as foster parents so not sure if I quite believe the whole of this story.

My friend adopted 2 little girls 5 years ago, after being taken from their parents they were placed with a Pakistani foster family.
Those girls were just left to their own devices most of the time. Their were no toys, no stimulation, no affection. When they got them she said they were all but feral.
Some people foster for the money.

Can you imagine a Muslim child being forced to eat bacon and go the Church? The furore would rattle the very foundations of the Ye Olde Twat and Trumpet!

This is Tower Hamlets and like Luton is mostly Muslims. So there probably isn't many whites there.

The people fostering really don't care about the child, that's clear and probably only done it for money. The child hates being there, so they should look at that. The vast differences in culture should be looked at when allowing fostering.

Apart from the case here being absolutely farcical, why are families who don't speak English being allowed to foster any child?

Even if the child is of the same background as the foster parent, we live in England...all children, no matter where they originate from, should be speaking English.
How else will they ever fit in at nursery or school?

To put any child in a home where the adults cant speak English is just plain stupid.

Foster care isn't always long term. It can be for just one week, .... or one day.
If the foster mum is as unsuitable as this then it's likely to be a very brief emergency arrangement.

The scandal-hit council that fails children

Tower Hamlets council was criticised only months ago by inspectors who found children were left in 'situations of harm' for too long.
Its children's services department was branded 'inadequate' by Ofsted in April. In their report, inspectors warned there were 'widespread and serious failures' which had left children in 'neglectful and abusive situations' for too long.

They said chief executive Will Tuckley and the department director Debbie Jones had 'insufficient scrutiny', meaning they 'did not know about the extent of the failures to protect children'. The watchdog's findings were so concerning that following its investigation in January, immediate action was needed in many cases to ensure children were safe.

Inspectors were also forced to order an urgent review into a number of areas, including private fostering arrangements.
They found superficial assessments failed to consider whether children had been trafficked or abandoned, and basic safeguarding checks were not conducted in most cases.

They also warned that 'operational social work practice to tackle sexual exploitation is weak'.

Ofsted last gave the department a clean bill of health in 2012. However, over the last few years there has been instability at the helm.

In May 2015, Alan Wood, a former president of the Association of Directors of Children's Services, was drafted in as part of a team to ensure good governance.

Mrs Jones was appointed interim director in July 2015 and then permanent director in March 2016.

Ofsted also criticised local politicians sitting on the council for failing to spot what had been going on.

In 2015, the Tower Hamlets council was stripped by the government of many of its powers after its former mayor, Lutfur Rahman, was found guilty of corrupt and illegal electoral practices.

An electoral court found Rahman 'cynically perverted' the religious feeling of his Muslim community in the area and silenced his critics with accusations of racism and Islamophobia.

Many blame the failings identified in the Ofsted report on a merger of adults' services and children's services in 2013 under Rahman.
Mr Tuckley said in April: 'Debbie Jones and I take full responsibility for this Ofsted report and will be making it an absolute priority to improve the service.

'We have found more and more problems with the service and have made improvements, but they have not been fast or comprehensive enough.'

According to the draft accounts for 2016-17, Mrs Jones earned £139,568 last year while Mr Tuckley earned £227,659 including pension contributions of £30,623.
In total, there were 31 senior leaders earning £100,000 or more – with seven earning £150,000 or more.

(Not that that has anything to do with it, or that it should make any difference .... but it's just a thought).

That would mean placing her, as should have happened with relatives or with other ethnic Polish people

They said more blacks than whites live in London now, how sad. Been invaded, and no one listened to the Londoners, called us racist etc, well it's here now and won't get any better. South London, used to live in Southwark Borough

People visit London but they don't go down the back streets, same as we don't if we went to New York. Only see the best of a city.

my late sister in law used to live somewhere near heathrow airport (possibly slough) i cant quite remember but they moved out about 20 odd years ago and went to dorset. she said that even way back then it was getting bad and it hasn't improved any over time

i'm in dagenham which isn't my idea of idyllic (translation: it's a bit of a shithole) but still better than barking where i grew up as a child and has now changed beyond all recognition

A Christian girl forced to live with a Muslim foster carer was last night returned to her family after a court ruling. It follows a national outcry over Tower Hamlets council’s decision to place the five-year-old in two Muslim households – against the wishes of her family. The girl was taken to her grandmother’s house yesterday after a judge urged councils to seek ‘culturally matched placements’ for vulnerable children.

Judge Khatun Sapnara, a Muslim, told the council it was in the girl’s best interests to live with a family member who could keep her safe, promote her welfare and meet her needs ‘in terms of ethnicity, culture and religion’, The Times reported.

The judge even went as far as to order the East London council to conduct an urgent investigation.

Friends of the girl’s family told the newspaper they were hugely relieved by the decision to remove her from placements where everything was ‘foreign and unfamiliar’ into surroundings where she would feel ‘much more at home’.

During yesterday’s hearing at East London Family Court, security staff tried to remove a journalist, but Judge Sapnara ruled that the reporter be allowed to stay.

The girl’s parents were said to have pleaded with the scandal-hit council to allow the child to live with friends or relatives, but officials had opposed their plans to place her into the temporary care of her grandmother.
Instead, social workers noted the British-born child’s distress as she begged not to be returned to a Muslim foster home where she said she could not understand her carers because they did not speak English.

Friends of the child’s family said she spoke English as her first language, had a UK passport and had been christened. But during an access visit she was said to have told her mother that ‘Christmas and Easter are stupid’ and ‘European women are stupid and alcoholic’, prompting questions over cultural attitudes expressed in at least one of her foster homes.

The Children’s Commissioner for England, Anne Longfield, said she had raised concerns with Tower Hamlets and would continue to monitor the case. The council was criticised earlier by Ofsted inspectors who said its children’s services were ‘inadequate’. Confidential reports seen by The Times described the five-year-old sobbing and begging not to go back to one foster mother who wore a headscarf and face veil in public.

Even the most avid supporter of multi-cultural Britain would have to admit it seems spectacularly insensitive of Tower Hamlets Council to have placed a five-year-old Christian girl with strict Muslim foster carers. But, leaving aside the question of cultural integration, there is a wider issue here: why was the child being fostered?

The details of why she was removed from her mother are not known. What we do know is that her grandmother made repeated attempts to obtain custody of the child, but had been blocked at every turn by the council. The girl was finally reunited with her grandmother last night after a court ruling.

You might have thought that placing a child from a troubled family with a carefully supervised close relative would be the first choice for any local authority. But that is simply not so. Years ago, a good friend of mine had a daughter who fell into a cycle of addiction. She was a gorgeous, bright girl from a loving, middle-class family — but drugs got her at a young age and, despite numerous stints in rehab, she never truly recovered.

She ended up becoming pregnant, and the child was born prematurely, in agonies of withdrawal. Despite this, the baby survived, and the mother was allowed to take it home, whereupon she fell prey once again to her addictions.

The baby suffered terrible neglect, and my friend was desperate to get her grandchild out of this toxic environment. But Islington social services in North London blocked her at every turn. She was treated as an interfering nuisance. It was heart-breaking: not only had she lost her daughter to drugs, now she was losing her grandchild, too. Luckily for the baby, my friend was made of stern stuff. It took her many distressing hours in court and most of her life savings in legal fees, but she finally prised the child out of their clutches. And my friend is far from being the only grandparent who’s had to fight just to be able to look after their own flesh and blood.

I wondering why the family of this child feel they have the right to be so critical when they're clearly not capable of looking after her themselves? She should be with her family not fostered out.

Sometimes, through illness or death, a family may need people to care for their children on a short term temporary basis.
I don't think its fair to judge unless you have walked in those shoes yourself.

hi HT when i was a kid growing up my mum and dad were foster parents to a wide variety of various different kids at different times. i had a whole production line of various little brothers and sisters from a variety of ethnic backgrounds on a short term basis

there were whole load of different reasons

one baby we had for about a year until she could go to her parents but that was simply because her dad had to work long days and also had to work away sometimes and her mum worked nights as a midwife and was doing further exams etc and they needed a temprorary stable upbringing for her until they could take over

another 3 kids from the same family we had was because their mum had got divorced and the husband had fucked off with money and left her destitute and homeless so she had no choice. eventually at some point she got another house and got her kids back

this kids parents may well be bastards who are totally unfit then again there may be another reason that we dont know about

Council in fostering row hits out at 'errors' in Times report

A council at the heart of a fostering row in which it was claimed that an English-speaking child was placed with a family whose use of Arabic confused her said that the five-year-old had in fact been placed with an English-speaking family of mixed race.

Tower Hamlets council said the placement was a temporary measure and hit out at what it said were errors in the reporting of a highly sensitive fostering case.

The Times had published an article on Monday after seeing confidential local authority reports, in which a social services supervisor describes the child sobbing and begging not to be returned to one foster carer because “they don’t speak English”.

The reports state that the supervisor heard the girl, who at times was “very distressed”, claiming that the foster carer removed her necklace with a crucifix on it. The paper reported that she was a “white Christian child” who had been placed with two Muslim households in London over the past six months.

Taking the view from the council that is under fire is just their version

It does not mean the story is wank, as the child has been placed now into care with relatives

The girl’s parents were said to have pleaded with the scandal-hit council to allow the child to live with friends or relatives, but officials had opposed their plans to place her into the temporary care of her grandmother.
Instead, social workers noted the British-born child’s distress as she begged not to be returned to a Muslim foster home where she said she could not understand her carers because they did not speak English.

Friends of the child’s family said she spoke English as her first language, had a UK passport and had been christened. But during an access visit she was said to have told her mother that ‘Christmas and Easter are stupid’ and ‘European women are stupid and alcoholic’, prompting questions over cultural attitudes expressed in at least one of her foster homes.

The Children’s Commissioner for England, Anne Longfield, said she had raised concerns with Tower Hamlets and would continue to monitor the case. The council was criticised earlier by Ofsted inspectors who said its children’s services were ‘inadequate’. Confidential reports seen by The Times described the five-year-old sobbing and begging not to go back to one foster mother who wore a headscarf and face veil in public.
