And this is why acid attacks are becoming easier and people are getting away with it:

Moped criminals are using the loophole in a bid to escape being caught

The Met has been ordered to stop the chase if the moped rider is in danger

Now criminals remove their helmets forcing officers to break the contact

Criminals now regularly use mopeds while committing crime in London

This has to be the most stupid guideline I've ever heard.
So this is what you see now: gangs on mopeds mounting pavements to steal phones or to rob people, they throw acid and they drive off.
Police cannot chase them if they're aren't wearing a crash helmet.

Words fail me.

This was brought in because of Reece Robinson Webber:

The Yard revealed to the BBC this week that some suspects take off their helmets when riding away from officers in pursuit.
But Detective Superintendent Raffaele D'Orsi strongly defended the police strategy.
He said: 'We have a moral duty and actually a mandate as police officers to protect the public. That includes offenders who are trying to escape from us.

REECE LEON ROBINSON-WEBBER
Police tried to pull over Reece Robinson-Webber after receiving a call in Streatham, South London
The 15-year-old refused to stop and tried to escape on his moped
Officers gave chase and the youngster mounted the kerb, lost control and crashed his bike.
Chasing police tried to offer CPR, but Mr Robinson-Webber was too badly injured
An IPCC investigation cleared officers of any wrongdoing, but found fault with the Met's policy with dealing with motorcycle pursuits
'We have to mitigate the risk so, if an offender is not wearing a helmet, that will be factored in.'
A Freedom of Information request by the BBC revealed there were 1,240 crimes in London involving suspects on mopeds or motorbikes last year.
The strategy was developed following the death of moped rider Reece Leon Robinson-Webber, 15, from Streatham.
He was killed in West Norwood, Lambeth during a police chase in August 2008.
The Independent Police Complaints Commission then produced a report which said it had 'overall concerns about the standard of training made available to officers and staff in relation to motorcycle pursuits'.
Scotland Yard brought in a number of changes following IPCC recommendations.
