The idea of an "annual" bonus should be scrapped by businesses and replaced with a bonus for exceptional work.

The idea for bonuses in public services should be scrapped completely - they get enough perks as it is.

MPs last night slammed 'irresponsible' bonus payments of more than £6.5million to Home Office civil servants.

Around 40 per cent of all staff at the department were bonuses of up to £10,000 - despite the department slashing spending on police and border controls.

A highly critical report by the Home Affairs Select Committee said the bonuses were paid 'despite poor performance in many areas'.

MPs on the committee called for an end to the 'culture of rewarding failure'.

In 2012/13 a total of 6,524,712.18 was paid to 11,672 members of staff.

The bonus spending came despite cuts in the departments funding of 23per cent over the five years of this Parliament.

On Wednesday it emerged that cuts in funding to police forces had resulted in officer numbers falling by 3,500 to their lowest level since 2002.

A share of the bonus pot went to immigration staff, despite continuing criticism of its handling of visas, failure to deport illegal immigrants and lack of effective border controls.

In total, some 18 senior staff received bonuses in 2012-13 of as much as £10,000. The average bonus was around £550.

A Home Office spokesman said: 'The Home Office is succeeding in cutting crime, reducing immigration and securing the UK from terrorism at the same time as reducing expenditure.

'Staff who make exceptional contributions to the work of the Home Office are eligible for special one-off payments - the majority of staff given payments during 2012/13, the year of the London Olympics, received less than £500.'
