The paper is being disingenuous.
They will not lose their ability to have their repeat prescriptions.
Not only do they have the OOH service, walk in centers etc who will continue to provide the medication that they need. Also they will get assistance in being able to register at another practice.
I would be interested to see how often they did complain, what about and if they were abusive at all. On 111 no patient can be banned from the service and often call handlers, have to take abuse from repeat callers. Who can and often do ring around 50+ times in an evening. They are only allowed to end the call, if they have warned the caller 3 times about their abuse. Then the abuser just rings up again, and gets another health advisor, where they clog up the system

There's not a lot of detail there, but the implication is that they weren't prescribed the wrong medicine, it's just that they didn't like it. If someone is convinced they're putting on weight because of medication, they go back to the doctor and explain that politely, they don't have an argument or complain all the time out of a sense of entitlement.
They might get repeat prescriptions, but they also might possibly have to have a review at some stage, so they will need to find another doctor.
