For example, France (including the Vichy, Gaullist, and Giraudist factions) used over 100 systems for its armed forces, diplomatic, and colonial communications. Switzerland had available over ten manual systems and a simplified version of Enigma just for its diplomatic messages. [55] Not all countries used all of their systems all of the time. Some systems were reserved for messages of certain levels of importance. Some military or naval encryption systems were designed for use by a single command or region. For some countries, most of their communications were encrypted using relatively few systems. For example, although the Vatican was known to have nine diplomatic systems available for its apostolic delegates, it used only three systems, and one of those was so seldom used by the Vatican that American and British codebreakers could make no progress against it. "
