Treasury snubs plan to stop multinationals avoiding tax
Britain has decided not to sign up to a key plank of the international accord designed to stop multinationals avoiding corporation tax.
The Treasury has indicated that it will not implement proposed reforms to the rules governing when companies have a taxable presence outside their home country.
These changes to the rules on so-called permanent establishment are one of the central pillars in the overhaul of the international tax system, agreed by the Organisation for Economic Co-operation and Development (OECD) last year. The new guidelines are due to be signed off by nearly 100 nations in June.
The UK’s decision to opt out of the changes to the permanent establishment rules could irritate other large nations.
Theresa May has pledged to rein in tax avoiders as part of her plan to create an economy that “should work for everyone”.

I knew it, I just knew it. The Tory words to put a stop to the tax avoiders were just that -words.

Re: Treasury snubs plan to stop multinationals avoiding tax
Theresa May, 'the great white hope' for the British Conservatives, has proven yet again to be just another in a long line of copy-cat Thatcherite "wolves in lambs' clothing" corporate lickspits...
First she promised to stay the course with the Tories' long disproven and grossly unfair free market/supply side/"trickle down" austerity policies;
Then she refused to back America's condemnation of Netanyahu and his current expansionist/fascist regime;
And now her cabinet has balked yet again, this time at having to take action against tax-evading multinationals.

The link doesn't work for me. Is there another source which perhaps explains it better, and the reasoning behind it?
