I also have a list of funny, misleading headlines but I've misplaced it.
Headlines need to be concise because of space issues so there is a lot of scope for confusion, ambiguity and accidental double-entendres.

A headline sells a story; the text tells it.
I once had a list of rib-tickling headlines which I used during my days as a visiting tutor in journalism at an English university.
One of my all time favourites was from the wartime News Chronicle: "British push bottles up Germans." (You have to read it out loud with a very slight pause in the right place.)
Or on one particularly slow news day the Daily Telegraph was given to printing a very small paragraph headed "Small earthquake in Peru. Not many dead."
I have to admit, with bowed head, that as the duty editorial executive responsible for signing off pages in an evening newspaper I once let through without noticing: "National Farters' Union oppose fertiliser restrictions."

I knew an editor who wrote up a "whitewater farting" (rafting) event. We also once reported on a drive to improve "litercy" that was obviously sorely needed.
