It's been claimed that Bill Clinton has rosacea, which could explain the "lesion" on his forehead. I'm not sure what a "lesion" is supposed to represent anyway. Maybe he just banged his head on a door or something.

I'd go with the head bang theory.  It's in the right place.  Rosacea is a genetic (partially) disorder, because the capillaries are too close to the skin:

I've had it and so has my sister, indeed it's more pronounced in women.  It's very common in light-skinned Scots, due to the intermingling of Viking blood, according to my dermatologist.  However, it is usually found on the mask of the face, around the nose where arterioles and venules are closer to the surface.
