Palestinians arrested for 'nationalist rape' of mentally ill Jewish woman
Two Palestinians are currently in custody for allegedly raping and urinating on a mentally-disabled woman in south Tel Aviv, in what police say was a racially-motivated crime. The incident allegedly took place on Yom Haatzmaut earlier this month, inside the 20-year-old victim’s aunt’s apartment. During the act, Imad Aladin Dragame, 42, allegedly filmed the rape, which police say was carried out by two other Palestinians – including a minor – who urinated and spit on the woman while shouting anti-Semitic slurs at her and threatening to murder her aunt and brother if she complained.
The third suspect in the case remains at large, while the minor and Dragame were on Wednesday ordered kept in custody for an additional 5 days. For Dragame, a resident of Nablus with a legal permit to work inside Israel, it was the third remand hearing since he was arrested on May 16th, following a complaint by the victim’s aunt. He also faces drug charges after police allegedly found 11.5 grams of marijuana in his apartment, which is in the same building as the victim’s aunt.
The suspect’s attorney Ofir Katabi asked police in court on Wednesday why more than 8 days after his client’s arrest police had yet to produce the video he allegedly shot of the assault, even though they have had possession of his phone since his arrest.
In previous hearings, Katabi appeared to attempt to cast doubt on the testimony of the alleged victim and her aunt. During the first remand hearing on May 17th, attorney Ofir Katabi said his client “is a married father with a legal work permit in Israel,” and accused the alleged victim of being “a serial complainer who has issued false complaints in the past.”
He also said that his client and the woman’s aunt – who issued the police complaint - had a number of disagreements in the past and that the victim herself had been questioned a week earlier at the Dizengoff police station for attacking her aunt’s boyfriend with a bottle. Katabi continued this line of defense during the second hearing on May 22nd, during which he said that a few days before she issued the rape complaint, the aunt was questioned by police on suspicion of stabbing her boyfriend, a drug addict.
During that same hearing, Sgt. Maj. Yisrael Sianov, the officer representing the police minced no words about the grave nature of the case, saying “this was an incident of the utmost severity – the rape and exploitation of a helpless girl with mental disabilities, while they degraded and humiliated her, and urinated on the victim while yelling racial slurs at her.”
He continued, “in addition, they threatened her not to tell anyone, saying they would rape her aunt and murder her brother. This is a shocking incident.”
Last March, the Defense Ministry recognized the victim of a 2012 rape in Tel Aviv as a terror victim, due to the nationalist nature of the attack.
The rape of the Israeli girl and her boyfriend was carried out at knife point in a bathroom at the parking lot of Tel Aviv’s Gan Ha’ir complex, during which the attacker, Nablus native Ahmed Jaber beat and assaulted both victims for over an hour. During his interrogating, police said he told investigators that Jews are “foreign residents” and “not sons of the land” and said Jewish girls “who wander the streets” lack respect.
The state concluded that the attack was carried out to harm Jews and as part of the Arab-Israeli conflict, and not as a purely criminal sex crime.

"We are raping Jews because of what the IDF is doing to the Palestinians in the territories," one of the six suspects told investigators from the Northern District Central Investigative Unit (CIU) during questioning.
During their questioning and their brief appearance at the Nazareth Magistrate's Court Tuesday, none of the four main suspects indicated that they felt remorse for their actions.
Police said they were aware of four attacks carried out by the gang, but they believed there were probably other incidents that had gone unreported by the victims. In all four cases, police said, the rapists' modus operandi were strikingly similar - all of the attacks were directed against young women who were waiting at bus stops or designated hitchhiking points in the western Galilee and the Haifa area. In all of the cases, the attackers forced their victim into a car and drove together with the victim to an isolated spot, where they raped her.
All of the suspects are from the Galilee town of Bir al-Maksur, a Beduin village near the Hamovil Junction.
The first attack occurred in April 2005, when a 13-year-old girl was raped at the Zevulun Beach in Kiryat Yam. In December of that year, a 19-year-old soldier was kidnapped and raped just outside of Kiryat Ata. According to police, the gang attacked again three days later. In that assault, the gang allegedly kidnapped a 16-year-old girl who was standing with her friends at the Kiryon Junction in Kiryat Bialik. They allegedly took her to a grove near Tamra, where they raped her. It was after the third attack, commander of the Northern District CIU Asst.-Cmdr. Menahem Haver said, that the police realized they were dealing with a serial rape gang. In that case, the teenage victim told investigators that one of her attackers told her the attack was in revenge for IDF operations in the Gaza Strip.

Police twice changed a charge sheet for a Palestinian suspect in the rape of a disabled Israeli woman, finally settling on a racism motive, during a roller coaster court hearing in the politically fraught case Monday.
The confused court proceedings came a day after police said the gang rape of a disabled Jewish woman by three people — a Palestinian man and teenager and an Israeli man — was likely not a nationalistically motivated attack. The two Palestinians were arrested last week while the Israeli man remains at large.
A charge sheet presented to the Tel Aviv Magistrate’s Court initially included the racism clause and a request to keep Imad Aldin Draghmah detained for eight more days.
However, a police representative first asked for the racism charge to be removed, and then shortly afterwards, to be included again, citing the ongoing police search for the third suspect.
The court ordered that Draghmah remain in custody until Thursday.
The second Palestinian suspect is underage, so his case is being handled by the Tel Aviv juvenile court.
Police revealed last Wednesday that the two Palestinians were arrested in the rape of a mentally and physically handicapped Israeli woman in Jaffa earlier this month. The third man, an Israeli citizen, is also believed to have been involved in the sexual assault.
According to reports, Draghmah filmed the attack on a mobile phone. Draghmah denies all of the charges against him.
The men suspected of involvement in the attack are believed to have raped the disabled young woman and abused her, urinating and spitting on her, and shouting racial epithets during the attack, according to earlier reports.
The two Palestinians who have been arrested were originally from the West Bank but had been renting an apartment in Tel Aviv, a police spokesperson told The Times of Israel at the time. Draghmah had a legal permit to live in Tel Aviv, while the minor was doing so illegally, the official said.
Due to the victim’s physical and mental disabilities, police said they are treating the case with increased sensitivity and “caution.”
The incident became politicized on Thursday when Prime Minister Benjamin Netanyahu used it to denounce the Israeli left and media, who he said didn’t condemn the attack.
The prime minister on Friday backtracked and apologizing for drawing conclusions before the police investigation was completed.
In a Facebook post Thursday evening, Netanyahu said the “horrifying crime” warranted “wall-to-wall condemnation,” condemnation that was not forthcoming “neither from the media nor from across the political spectrum.”
Netanyahu’s post was roundly condemned by left-wing politicians.
On Friday, Netanyahu wrote that the “incident, as it was reported, caused me deep pain and shock. At the same time, it was wrong that I address the subject before an investigation and I regret that.”
Earlier Thursday, before Netanyahu’s original post, Meretz head Zehava Galon wrote on Facebook that the incident was “so awful, that it’s hard to even read about it, and impossible to imagine what the victim was going through right now.”

So there was no film of the alleged rape after all? Mentally challenged or not, that was a serious allegation which could have ruined lives, so I hope there will be repercussions.
