Yes it is.
I think he wants to be able to say when something happens here,
'I told you so'.
I think a lot of people will be saying that Stormee. It's only a matter of time, unless our security forces are really on the ball and don't mind "offending" anyone by arresting suspects before they murder a bunch of people.

He did single out England though. If there's at attack in Scotland, he'll have to eat his words.

It looks like everybody agrees with him. The article said that that Secretary of State John Kerry "echoed" his words.
It appears to be a non-partisan conclusion...England is dangerous. Mind the gap and look right.
