NOT JUST online purchases, Stormee...
UNDERAGE purchases can also be made in the black and grey markets.
AGE restrictions on knives and cutting implements only covers new purchases at retail outlets..
HOW would you stop the private sale of stolen and used knives - as with drugs, alcohol and porn, the buyers and sellers aren't going to admit to their crimes, are they ?
THE only thing that prevents minors buying more serious weapons and materials a lot of the time, is the cost. And maybe some basic knowledge.
AND what's to stop kids with trouble in mind simply stealing a knife, screwdriver or chisel from home, on their way out ?
AND as for purchasing knives and multitools online == it is implicit in the transaction that the purchaser is above the legal age in his home market.
IF a 12 or 13-year-old purchases that knife he/she is in the wrong -- not the seller.
(Plus : just how did that 13 year old get a credit card to pay for it ?).
ALSO note that in some US states, it is still legal for 5 year olds to carry knives -- and to own BB/slug guns and certain model .22 rifles !
OH, and I could always make weapons in my garage at home, couldn't I : knives, nunchukas, triple staff, fighting sticks, a simple club or mace, brass knuckles..
EVEN aa magazine or a credit card in the right hands could be deadly...

We went on holiday to Bulgaria years ago and they are obsessed with knives! In almost every shop - and I'm talking holiday shops, beach front or little villages - there's a huge display of knives of all sorts.
Tell you what else is really big over there...Nazi war memorabilia. Really odd how they seem obsessed with it!

Actually, my other half did get his credit card details used and the thief used £600 of his money to buy choolates and a two pairs of high heels!!! I was more shocked at the price of the chocolate he/she had bought!
It was my Oh fault anyway, he ordered something and his PC had warned it wasn't a trusted site
Luckily for him, his credit card company refunded the money straight to him.
