They commit crime so they get prison, and then they know they will get their surgery free. Are the prison Governers thick?

Tell them they can pay for their own surgery when they get out. I don't think this kind of thing should be done on the NHS anyway.

I agree that it's this kind of thing which makes people want to avoid paying tax.
